Accordingly, the City assigned 24,158.7 square meters of land in Dan Phuong commune, Dan Phuong district (completed land clearance as confirmed by Dan Phuong district People's Committee in Document No. 7138/UBND - PTQD dated November 26, 2024) to Dan Phuong district People's Committee to implement the Project of Construction of Technical Infrastructure for Auction of Land Use Rights in Dong Say area, Phase 4, 5, 6, Dan Phuong commune, Dan Phuong district according to the investment project approved by Dan Phuong district People's Committee in Decision No. 4792/QD - UBND dated June 21, 2022, adjusted in Decision No. 646/QD - UBND dated January 19, 2023.
The location, boundary, and area of the land to implement the project are determined in the Adjusted Planning Map of the master plan at a scale of 1/500 of the Construction Project of Technical Infrastructure for Auction of Land Use Rights in Dong Say Area, Phase 4, 5, 6, Dan Phuong Commune, Dan Phuong District, established by Thanh An Consulting, Design, Survey and Trading Joint Stock Company, approved by Dan Phuong District People's Committee with Document No. 2124/UBND-QLDT dated November 23, 2022.
In the total area of 24,158.71m2 of land, there are: land for low-rise housing construction (auction land) 5,879.58m2; social housing land 1,559.07m2; traffic land 14,752.26m2; green land 1,245.5m2; parking land 563.9m2; power station 36m2; waste transfer point 122.4m2. Form of land use: Dan Phuong District People's Committee is allocated land by the State without collecting land use fees.
The City People's Committee assigned the Dan Phuong District People's Committee to contact the Department of Natural Resources and Environment to receive land handover on the field. Organize implementation according to the approved investment project to ensure the overall planning, synchronous connection of technical infrastructure and regional infrastructure.
Dan Phuong District People's Committee is responsible for preparing and approving the Master Plan Drawing to ensure that there is no interlaced land area, and that land is used economically and effectively. Prepare a plan for auctioning land use rights and submit it to competent authorities for approval and organize auctions of land use rights in accordance with the procedures prescribed by the 2024 Land Law, the 2016 Property Auction Law and implementing documents; Current regulations of the City People's Committee on auctioning land use rights to allocate land with land use fees or lease land in Hanoi ; ensure compliance with legal regulations, publicity, transparency and efficiency.
The Department of Natural Resources and Environment is responsible for determining boundaries and handing over land on the field to the People's Committee of Dan Phuong district.
Hanoi Land Registration Office updates land use rights registration, performs change registration procedures, and adjusts land changes into cadastral records according to regulations.
