According to the Circular recently issued by the Ministry of Education and Training, teachers can participate in extra teaching outside of school and collect fees according to regulations.
According to Circular 29/2024 just issued, the Ministry of Education and Training clearly stipulates cases where extra teaching and extra teaching are not allowed, including:
- Do not organize extra classes for primary school students, except in the following cases: art training, physical education, and life skills training.
- Teachers are not allowed to teach outside of school students that they are assigned to teach according to the school's educational plan.
- Teachers at public schools are not allowed to participate in the management and operation of extracurricular teaching.
Thus, compared to the old regulations, the new Circular allows teachers to participate in extra teaching outside of school, on the condition that they must ask permission from the school principal and clearly report the time, location, and form of extra teaching.
The amount of tuition collected outside of school is agreed upon between parents, students and the tutoring facility. The collection, management and use of tuition fees are carried out in accordance with the provisions of the law on finance, assets, accounting, taxes and other relevant regulations.

Tutoring no more than 2 periods/week
Regarding extra teaching in schools, the Circular also stipulates that class arrangement, teacher assignment, timetable arrangement and organization of extra teaching and learning must ensure the following requirements:
- Extra classes are arranged by subject for each grade level; each class has no more than 45 students according to the regulations of the General School Charter;
- In a week, each subject has no more than 2 additional periods (to ensure that it does not exceed the average number of periods of subjects according to the regulations of the general education program);
- Do not schedule extra classes to alternate with the regular curriculum (to limit the negative effects of forcing students to take extra classes);
- Do not teach additional content in advance compared to the subject program distribution in the school's education plan.
According to the Ministry of Education and Training, the above regulations aim to ensure increased responsibility of schools in fully implementing the requirements set out in the general education program.
Schools have the opportunity to use unused time and space to organize educational activities, practice life skills, organize cultural, artistic, physical education and sports activities, etc. to comprehensively develop students; at the same time, limit the behavior of "forcing students to take extra classes", which causes public outrage.
