Circular 05/2025/TT-BGDDT dated March 7, 2025 regulating the working regime for general education and university preparatory teachers, effective from April 22, has issued many regulations to reduce teaching hours for teachers.

Many positions are reduced to 4 periods/week such as: Homeroom teachers in general schools; teachers who are also party secretaries, party cell secretaries (where no party committees are established) in schools with 28 classes or more for regions 2 and 3, 19 classes or more for region 1. Many other positions and part-time jobs are also converted to teaching periods.

Each teacher cannot hold more than 2 concurrent tasks, so at most a teacher can reduce up to 8 periods/week.

The question that many people wonder is: are private school teachers entitled to the above policy?

Accordingly, Circular 05/2025/TT-BGDDT of the Ministry of Education and Training stipulates the working regime for teachers teaching at general education institutions and university preparatory schools, including: Duties, working time, annual leave, teaching period norms, regime of reducing teaching period norms and converting other activities into teaching periods.

The subjects of application are teachers who directly teach and teachers holding management positions (including principals and vice principals) in primary schools, secondary schools, high schools, multi-level general schools, ethnic boarding schools, semi-boarding general schools for ethnic minorities, specialized schools, schools and classes for the disabled (hereinafter referred to as general schools) and university preparatory schools.

The directors and deputy directors of continuing education centers and vocational education - continuing education centers shall apply the working regime of principals and deputy principals according to the provisions of this Circular until there are other regulations of the competent authority.

Teachers teaching continuing education programs at continuing education centers and vocational education - continuing education centers are subject to the working regime for general education and university preparatory teachers as prescribed in Circular 05/2025/TT-BGDDT until there are other regulations by competent authorities.

Clause 3, Article 2 of the Circular stipulates that the principal of a private general school shall, based on the school's organization and operation regulations and the School Council's resolution, prescribe the working regime for teachers to ensure compliance with the provisions of this Circular and the provisions of the law on labor.

Thus, Circular 05/2025/TT-BGDDT has provided specific and clear regulations on working regimes and reduction of teaching hours for teachers, applicable to both public and private schools.

This not only helps reduce pressure on teachers but also creates conditions for teachers to focus more on teaching and improve the quality of education.

At the same time, reducing teaching hours also helps teachers have more time to participate in professional activities, scientific research and personal development.
