In Nghe An, this is especially meaningful, because this is a land rich in cultural and historical traditions, a place where the typical values ​​that have shaped the character of Nghe people converge: diligence, studiousness, generosity, loyalty...

Implementing Resolution No. 33-NQ/TW of the Central Committee on building and developing Vietnamese culture and people, and especially Resolution No. 05-NQ/TU of the Provincial Party Committee, we clearly identify: Building Nghe An people to develop comprehensively is both an urgent and long-term task. Comprehensiveness here does not only mean intellectual, physical, aesthetic, and moral development, but also the ability to integrate and adapt to the market economy and the new industrial revolution. Nghe An people today must have an open mind, be dynamic, creative, dare to change, and constantly learn to keep up with the progress of the times, while still preserving and being proud of their roots and traditions.

PV: According to you, what is the biggest challenge in the journey of building Nghe An people with their own identity but still adapting to the times?

Comrade Tran Thi My Hanh: Perhaps the most difficult thing is to maintain the individuality within the commonality. In the integration process, if not careful, the identity can gradually fade away. We cannot “frame” the people of Nghe An as before, but we also cannot let the identity dissolve.

Therefore, it is necessary to arouse and promote the inherent good values ​​as a foundation, and at the same time proactively receive and select the quintessence of external cultures to enrich that identity. That is inheritance and development, not opposition but complement each other. Nghe people today need to be both modern and integrated, and steadfast in their own character - that is the path to sustainable development.

PV: In recent times, what solutions has the Department of Culture advised and implemented to concretize the policy of building Nghe An people to develop comprehensively?

Comrade Tran Thi My Hanh: The Department of Culture has advised on the promulgation and implementation of many important policies. These include: Advising on the promulgation of Resolution No. 29/2020/NQ-HDND on the policy of rewarding cultural titles in the movement "All people unite to build a cultural life" for the period 2021-2025; Resolution No. 30/2020/NQ-HDND on supporting the construction of grassroots cultural and sports institutions; Resolution No. 29/2021/NQ-HDND on supporting artisans and intangible cultural heritage clubs; Resolution No. 20/2022/NQ-HDND on supporting the development of grassroots cultural life; Resolution No. 28/2022/NQ-HDND on supporting the preservation and promotion of cultural heritage values; Resolution No. 09/2023/NQ-HDND supporting investment in swimming pools, swimming lessons for children...

In addition, we organize scientific seminars on building the personality of Nghe people from moral education, family lifestyle; developing human resources and cultural people of Nghe An to meet integration. We also promote the movements "All people unite to build a cultural life", "Building new rural areas, civilized urban areas", "Bringing folk songs to schools", "Women actively study, work creatively, build happy families", "All people exercise following the example of great Uncle Ho"... The models of "Happy family", "Sports family", clubs to preserve national culture, activities to well implement village rules, conventions, prevent domestic violence... are all deployed synchronously, contributing to moral education, lifestyle, fostering love for the homeland, and the desire to contribute to the community.

Reporter: Resolution No. 39-NQ/TW of the Politburo emphasized the need to promote the historical and cultural traditions of Nghe An, its potential and human strengths to develop Nghe An comprehensively. According to you, what are the key solutions that need to be implemented in the coming time?

Comrade Tran Thi My Hanh: In my opinion, there are 5 key groups of solutions:

Firstly, perfecting the system of institutions, mechanisms and policies on culture; especially the mechanism for preserving and promoting the cultural values ​​of Nghe An, the mechanism for socializing resources, public-private cooperation, innovating training policies, attracting and using talents.

Second, improve the effectiveness and efficiency of state management of culture; strengthen inspection and supervision, and at the same time, promote the role of the entire political system. In particular, it is necessary to fundamentally and comprehensively innovate education and training; focus on education from family, school, and society; pay attention to the living environment, health care, and social security.

Third, invest more strongly in culture, especially grassroots cultural and sports institutions; promote the movement "All people unite to build a cultural life", build sustainable cultural families; focus on discovering, nurturing and using talents in the cultural field.

Fourth, strengthen propaganda and communication to raise public awareness of the role of culture and people in sustainable development.

Fifth, considering the development of Nghe An people for comprehensive development as a long-term strategic task, requiring the synchronous and responsible participation of the entire political system, all levels, sectors and the whole society.

If these solutions are implemented resolutely and synchronously, I believe that Nghe An will form generations of citizens who possess the mettle and qualities of Nghe An, and are also integrated, creative, and capable of mastering the future in the new context.

PV: According to you, what is the "key" for Nghe people to both integrate and maintain their homeland's cultural identity?

Comrade Tran Thi My Hanh: In my opinion, the "key" is confidence. When we clearly understand our cultural values, we can open our hearts to accept new things equally, without being self-conscious but also not complacent. Nghe people must be deeply aware that identity is not something old to display, but rather living values ​​that can be flexibly applied in today's life.

Therefore, along with integration, we must constantly preserve, cultivate and spread unique cultural values ​​- from the tradition of studiousness, respect for human relationships, to the spirit of overcoming difficulties, daring to think and daring to do. That is the foundation for Nghe people to develop comprehensively and confidently enter the new era.
