Announcing a set of rules for responsible use of AI in digital media

On the morning of September 30, in Hanoi, the Vietnam Digital Communications Association in collaboration with the Institute for Policy Research and Media Development organized a discussion and announced the Code of Conduct for Responsible Use of Artificial Intelligence (AI) in Digital Communications - version 1.0.

Speaking at the seminar, Chairman of the Vietnam Digital Communications Association Nguyen Minh Hong emphasized that, in addition to issuing mandatory legal regulations, the Vietnamese Government encourages the development and dissemination of codes of conduct in each specialized field to aim at using AI responsibly.

According to Mr. Hong, if the law is a mandatory regulatory tool, then the codes of conduct act as a reference document, with consensus and voluntary compliance, helping organizations and individuals practicing in the field of digital media to practice in a standard and ethical manner.

Experts at the seminar also commented that many situations arising in the process of applying AI cannot be regulated by law, so "soft" sets of rules are needed as a basis for reference and flexible application.

The Code of Conduct version 1.0 (abbreviated as DCC) compiled by the Vietnam Digital Communications Association (VDCA) provides specific guidelines for AI and social media users, in accordance with the provisions of the Law on Digital Technology Industry 2025, the Law on Advertising 2012 (amended and supplemented in 2025), relevant legal documents, as well as ethical principles recommended by UNESCO and OECD.

The code consists of six core principles: transparency, trustworthiness, respect for intellectual property, privacy, respect for human dignity, and accountability. It also includes 29 specific guidelines for AI users and five specific considerations for online advertising.

The Code aims to balance creative freedom and social responsibility, promote transparency and trust in digital media, and encourage a culture of positive and responsible dialogue in cyberspace.

6 core principles of DCC

* Transparency : Always clearly notify when using AI-generated or edited content, use AI labeling feature with AI-generated content when posting this content on social media platforms.

* Credible: Media content is verifiable, authoritative, comes from a clear source, and is not distorted.

* Respect for intellectual property rights: Creating and sharing content requires respect for copyright and other intellectual property rights (related rights and industrial property rights).

* Privacy protection: Personal data shall only be processed when absolutely necessary and based on the consent of the data subject, and appropriate security measures shall be taken as required by the Personal Data Protection Act and relevant guidelines.

* Respect for human dignity: All acts of creating and transmitting media content must be human-centered and for the best interests of human beings.

* Responsibility: Individuals and organizations performing actions on social networks must comply with the rules of personal and professional ethics, social norms, internal policies at the workplace and be willing to explain or bear related consequences.
