Removing bottlenecks in site clearance for Tuyen Quang - Ha Giang expressway project

The Provincial Traffic Construction and Investment Project Management Board worked with the People's Committee of Ham Yen district on site clearance for the Tuyen Quang - Ha Giang expressway project.

The Tuyen Quang - Ha Giang expressway through Ham Yen district is more than 48km long with over 1,700 households subject to site clearance, of which 321 households must relocate their houses.

According to the report of Ham Yen District People's Committee, by June 21, 2024, the district had cleared 75% of the recovered land area, handing over 35km to the construction unit. The district is implementing 19 resettlement areas for people subject to land recovery in 11 communes and towns; 2/3 of the district's resettlement areas have reached 70% progress.

However, currently, the site clearance work is facing some difficulties for households that have not received compensation, mainly due to relocation of houses without resettlement arrangements, related to building houses on agricultural land; 1, forest land 227,661, land in joint venture with forestry farms, difficulty in determining the origin of the land, and disagreement with the compensation price.

At the meeting, delegates heard about the difficulties, problems and recommendations in the land acquisition work of 83 households that have not received compensation for the recovered area, and the causes of problems of each household. At the same time, they discussed solutions to be implemented in the coming time with the goal of properly implementing the policy, not letting people suffer and clearing the entire land acquisition route in the district.

Accordingly, the solutions proposed by the People's Committee of Ham Yen district are to continue to disseminate legal policies on compensation and site clearance; review the entire agricultural land area within the site clearance area to mobilize people not to put it into production for the 2024 winter-spring crop.

At the same time, speed up the construction progress of resettlement areas, striving to complete 10/19 resettlement areas by the end of July 2024 to arrange for households. Ham Yen district commits to basically resolve the bottlenecks in site clearance for the Tuyen Quang - Ha Giang expressway project through the district by July 30, 2024.
