Resolving financial difficulties in collecting and synthesizing labor market information

Implementing Plan No. 58/KH-UBND dated August 21, 2025 of the City People's Committee on organizing the collection, updating, storage and synthesis of labor market information in the city, up to now, the Department of Home Affairs has organized professional training for 279 commune-level officials and civil servants and nearly 10,000 investigators.

The Department of Home Affairs has completed the software for storing and managing labor market information data; the People's Committees of wards and communes have issued implementation plans.

However, the activities of collecting, updating, storing and synthesizing labor market information are still facing difficulties and problems in the use of funds; focusing on the application of regulations on expenditure content and expenditure levels, expenditure content and expenditure norms, and on proposing budget allocation for People's Committees of wards and communes to collect, update, store and synthesize information on the local labor market.

To synchronously implement the activities of collecting, updating, storing and synthesizing labor market information, the Department of Home Affairs proposed to the City People's Committee to apply a unified policy on expenditure content and expenditure levels according to the regulations previously approved by the City People's Council.

Regarding expenditure content and expenditure norms, the Department of Home Affairs proposed that relevant agencies unify the calculation method to facilitate and synchronize implementation to units and localities.

Regarding the budget arrangement for the People's Committees of wards and communes, it is recommended that the Department of Finance advise the City People's Committee to arrange the budget to ensure implementation within the budget allocated for the activities of the People's Committees at the commune level after the merger, operating under the 2-level government model.

Concluding the meeting, Vice Chairman of the City People's Committee Tran Anh Tuan agreed to implement the application of expenditure content and expenditure levels according to the regulations previously approved by the City People's Council.

For wards and communes (old Da Nang city), the proposal is to follow the spirit of the implementation policy as before the merger of the province and is currently being implemented, but ensure the implementation, synchronization, and unification of all policies throughout the new city. The Department of Home Affairs is responsible for guiding localities to implement in accordance with regulations.

Regarding funding for implementation, the Department of Home Affairs needs to propose that the city implement appropriately, according to current regulations on the basis of unifying the policy according to the resolutions of the People's Council of the old Da Nang city and the former Quang Nam province, which were previously approved by the City People's Council in Resolution No. 19/NQ-HDND dated August 12, 2025 on the application and abolition of legal resolutions of the People's Council of the old Da Nang city and the People's Council of Quang Nam province due to the arrangement of administrative units.
