Hanoi: Approved Ngoc Hoi route plan

Kinhtedothi - On March 24, the Hanoi People's Committee issued Decision No. 1706/QD-UBND approving the Ngoc Hoi - Phu Xuyen route plan, scale 1/500 (Phase 1: section from Ring Road 4 to Provincial Road 427). Location: Thuong Tin District, Hanoi.

Accordingly, the route passes through Khanh Ha and Hoa Binh communes, Thuong Tin district, Hanoi city with a route length of about 2.7 mm. The starting point is at the intersection with Ring Road 4 and the end point is at the intersection with Provincial Road 427.

The route has a typical cross-section of B= 65m, including a 2x11.25m wide roadway (6 lanes, 3 lanes in each direction), an 11.5m wide median, 2x7.5m wide parallel roads (2 lanes on each side), 2x1m wide secondary median strips on both sides, and 2x7m wide sidewalks on both sides.

The centerline of the planned road passing through points 1, 2, 3 and 4 is determined by coordinates, combined with technical parameters, control factors and shown directly on the drawing. Points 2* and 3* are turning points, serving as the basis for determining the centerline of the planned road. Red line boundary: determined on the basis of the centerline of the planned road, the width of the road cross-section, technical parameters, control conditions and combined with direct interpolation on the drawing.

The intersections include: The intersection with Ring Road 4 is a complete interchange. The remaining intersections between the route and other crossroads are organized by the Red Line (construction scope). The intersections shown in this document are only preliminary and will be specified and supplemented (if any) in the process of making detailed plans on both sides of the route and the investment project to build crossroads or intersections approved by competent authorities.

The City People's Committee assigns the Department of Planning and Architecture to check and confirm the 1/500 scale route plan documents in accordance with the content of this Decision; Responsible for the accuracy of the submitted data.

Assign the People's Committee of Thuong Tin district to preside over and coordinate with the Department of Planning and Architecture and relevant units to organize the public announcement of the route plan documents, scale 1/500 approved by the City People's Committee. Hand over the documents to the People's Committees of Hoa Binh and Khanh Ha communes to manage the construction planning along both sides of the road and relevant units to implement the work of preparing construction investment projects according to regulations.

Along with that, reviewing the investment scale of the Ngoc Hoi - Phu Xuyen road construction project, in case the project has not yet fully invested in the cross-section scale according to the planning, the People's Committee of Thuong Tin district is responsible for organizing the preparation, appraisal, approval of documents and organizing the placement of boundary markers according to the planning as prescribed in Clause 1, Article 20, Decision No. 38/2023/QD-UBND dated December 29, 2023 of the City People's Committee and is responsible for managing the land reserved for expanding the road cross-section according to the approved route plan.

Chairman of the People's Committee of Thuong Tin district, Chairman of the People's Committees of Khanh Ha and Hoa Binh communes: Responsible for organizing and managing boundary markers, construction of works on both sides of the road according to the approved route plan, boundary markers and road protection corridor according to regulations. Inspect and handle cases of planning violations according to authority and regulations of law.
