Creating consensus in site clearance work

Spacious houses are gradually taking shape in the resettlement area of ​​the North-South expressway project in Ky Van commune, Ky Anh district.

At the resettlement area of ​​the North-South expressway project in Hoa Hop village, Ky Van commune (Ky Anh district), Mr. Nguyen Van Thu's family and other households are busy preparing and decorating their houses to welcome the first Tet holiday in their new home after giving up land to implement a key national project. Mr. Thu's family is one of the first households to move their houses and gardens and start building new houses in the resettlement area.

Mr. Thu's family owns a house and land with an area of ​​2,000 ^m2 located within the land acquisition area of ​​the North-South Expressway project. In the early days, when he heard that he was one of the households subject to resettlement, Mr. Thu had many worries and concerns. However, through dialogues, exchanges, and meetings with the Compensation, Support, and Resettlement Council of the North-South Expressway project in Ky Anh district and the local government, his concerns were gradually answered and resolved.

Ky Van is one of the first localities of Ky Anh district to hand over 100% of the land to the investor to implement the North-South expressway project.

“Although we knew we would face many difficulties, from the beginning, we completely agreed and supported the major policies of the Party and the State. We are very happy that the resettlement area has synchronous infrastructure, much better than the old place,” Mr. Thu shared.

The North-South Expressway project through Ky Van commune has a total length of 4.35km with 246 families affected, the total clearance area is 34.5ha, including 28.1ha of agricultural land, 2.5ha of residential land, 3.9ha of other land. Of the 24 families whose houses, works and structures were affected, 17 households had to relocate to new places.

With the synchronous and drastic participation of the entire political system, the consensus and high support of the people, by the beginning of July, Ky Van was one of the first localities of Ky Anh district to hand over 100% of the site to the investor to implement the project.

Provincial Party Secretary Hoang Trung Dung, Provincial People's Committee Chairman Vo Trong Hai and the working delegation inspected the construction progress and site clearance work of the North-South Expressway project in the East phase 2021-2025 through Ha Tinh.

Mr. Le Anh Son - Deputy Director of the Department of Transport said: With the effective implementation of solutions, as of January 30, Ha Tinh has completed the inventory work; the approval of compensation plans reached 99.7% and the handover of the site to the investor reached 98.33%. The disbursement of the land acquisition capital source to date is 2,462.22/2,689.58 billion VND, reaching 91.55%.

Regarding the relocation of power line infrastructure, localities in Ha Tinh are actively coordinating with the Ministry of Industry and Trade, Vietnam Electricity Group, National Power Transmission, and Northern Power Corporation to implement.

Regarding 26 resettlement areas and 4 cemeteries serving the relocation of households and graves within the project's land acquisition and clearance scope, as of January 30, Ha Tinh has completed 25/30 areas, with 5 areas reaching 90-99%.

To ensure 100% handover of the project site, Ha Tinh is requesting Party committees, authorities, departments, branches, sectors, and socio-political organizations at all levels to continue to focus on leadership, direction, and urgently speed up the approval of compensation and support plans, site clearance, resettlement, and relocation of technical infrastructure works in accordance with regulations.

Timely solution to difficulties in construction material sources

Unblocking the source of construction materials is one of two factors helping to speed up the progress of the North-South expressway through Ha Tinh.

Along with site clearance work, construction material sources are also an important factor for the North-South Eastern Expressway project to be implemented on schedule.

According to reports from the investor, contractor and supervision consultant of the 3 component projects, the demand for construction materials for the project is very large. Despite many efforts, due to some difficulties and problems, the construction materials source has not been able to meet the demand in time when the project started, especially for the Bai Vot - Ham Nghi and Ham Nghi - Vung Ang sections invested by Thang Long Project Management Board.

Despite such difficulties, with the participation of the entire political system, the difficulty in the source of construction materials for the North-South Expressway project through Ha Tinh has been gradually resolved. Based on the proposal of the investor and contractor, Ha Tinh has approved the confirmation of the area, capacity, volume, exploitation method and environmental protection with 11 mineral mines (8 landfill mines, 3 sand mines) as the source of construction materials.

Ha Tinh effectively carries out site clearance work and ensures construction materials for the North-South expressway construction.

During the contractor's implementation of mining procedures, departments, branches and local authorities in Ha Tinh continued to exchange, coordinate and support, especially in compensation for site clearance, reforestation, and construction of transportation routes to mining areas. Since the end of August 2023, the contractor has completed procedures and processes and proceeded to exploit mineral mines for construction materials for the project.

Since the source of construction materials was cleared, the investor has directed contractors to mobilize maximum human resources and machinery to divide into "3 shifts, 4 teams" to speed up construction progress.

According to Mr. Ho Ngoc Loan - Deputy Head of Thang Long Project Management Board (investor of 2/3 of the expressway component project through Ha Tinh). With the drastic participation of the Party Committee, the government and departments and branches of Ha Tinh, up to now, the difficulties in terms of land and construction material sources have been resolved, creating favorable conditions for construction to ensure progress.

This shows the effective participation of the entire political system, especially the important role of the Provincial Party Secretary and Chairman of the Provincial People's Committee,” emphasized Minister of Transport Nguyen Van Thang.

The North-South Eastern Expressway Project for the 2021-2025 period through Ha Tinh province has a length of 102.38km with 3 component projects: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung. In addition, the province will also build 3 expressway connecting routes with a length of 12.18km.

Ha Tinh needs to hand over 1,000 hectares of land of all kinds with more than 8,500 affected households, including 404 resettlement households; 746 households with partially affected assets, structures, and trees; build 26 resettlement areas, 4 cemeteries; relocate high-voltage, medium-voltage, and low-voltage power lines and other works and technical infrastructure.
