On December 26, the People's Committee of Hai Duong province issued a plan to reorganize the apparatus of specialized agencies under the Provincial People's Committee, People's Committees of districts, towns, cities and associations assigned tasks by the Party and State.
The plan of Hai Duong Provincial People's Committee closely follows the arrangement orientation according to the requirements of Resolution No. 18-NQ/TW, complies with the regulations and requirements of the Central Steering Committee; and the orientation of arranging and streamlining the Government 's apparatus.
In which, implementing the end of the activities of the Provincial People's Committee Party Committee, establishing the Provincial Government Party Committee directly under the Provincial Party Committee, including Party organizations in specialized agencies, public service units under the Provincial People's Committee and State-owned enterprises (implementing the dissolution of the Provincial People's Committee Party Committee to establish the Provincial Government Party Committee according to the policy and Decision of the Provincial Party Standing Committee).
Maintain 5 departments and branches, with rearrangement and streamlining of internal organization, including: Office of the National Assembly Delegation and Provincial People's Council; Department of Justice; Department of Culture, Sports and Tourism; Provincial Inspectorate; Provincial Industrial Park Management Board. Merge 10 departments, reduce 5 departments, similar to the arrangement of ministries and branches at the Central level. Structure, rearrangement, and transfer of tasks corresponding to the arrangement of ministries at the Central level for the departments: Health , Industry and Trade, Provincial People's Committee Office.
Regarding the arrangement of specialized agencies under the People's Committees of districts, towns and cities, maintain 4 specialized departments including: Office of the People's Council and People's Committee; Department of Justice; Department of Finance - Planning; Inspectorate. The structure, arrangement and reorganization of 6 other specialized departments are similar to the arrangement of ministries at the central level and departments and branches at the provincial level.
For public service units and 100% state-owned enterprises under the management of the Provincial People's Committee, the units that maintain operations must streamline their internal apparatus to be streamlined, strong, efficient, effective, and efficient, ensuring comprehensiveness, synchronization, and connectivity in accordance with practical requirements. At the same time, merge, consolidate, organize, and rearrange many centers. After the Central Government has specific instructions, it will advise on the consolidation of press agencies according to regulations.
Departments, branches and associations assigned by the Party and State in the province shall study and arrange, streamline and ensure conformity with their functions, tasks and direction of the Central Government.

Roadmap and time for project implementation
- Before December 31, 2024: Agencies and organizations must develop and complete the organizational restructuring project with a submission and draft Decision on restructuring the organizational structure and apparatus and send it to the Department of Home Affairs for appraisal.
- From January 1 to 16, 2025: The Department of Home Affairs coordinates with the Department of Justice and relevant departments and branches to appraise documents, complete dossiers and projects to reorganize the apparatus of the province's departments and branches according to regulations.
- From January 17 to 24, 2025: The Department of Home Affairs reports the appraisal results and develops the province's arrangement project to report to the Provincial People's Committee, the Party Committee of the Provincial People's Committee, the Standing Committee of the Provincial Party Committee, the Executive Committee of the Provincial Party Committee, and the Provincial People's Council according to regulations.
- In February 2025: The Provincial People's Committee submits to the Provincial People's Council for approval a resolution on specialized agencies under the Provincial People's Committee according to regulations so that the Provincial People's Committee can issue a decision to rearrange and reorganize the structure of agencies and organizations according to its management authority.
