Hai Lang strives to build new rural areas

With the attention, leadership and direction of the central government and the province, the Party Committee, government and people of Hai Lang district have united, led and directed resolutely, mobilized the participation of the entire political system from the district to the grassroots to well implement the new rural construction program and have achieved remarkable achievements.

More than 13 years ago, when the national target program for new rural construction began to be implemented, the people's lives in Hai Lang district still faced many difficulties. In particular, the number of initial criteria achieved was quite low, averaging only 5.05 criteria/commune; the commune with the highest score was 8 criteria (Hai Thuong commune). Infrastructure was not synchronous. The awareness of officials and people in the district about the new rural construction program was not adequate.

In order for the new rural construction program in Hai Lang to be implemented smoothly, the steering apparatus for the new rural construction program at all levels in the district was established and perfected according to regulations, ensuring that it meets the requirements for leadership and direction of the program implementation in the locality. Propaganda work was deployed extensively and in many diverse and rich forms.

Propaganda through the loudspeaker system; publicly posting documents at the commune and village cultural houses; organizing launching ceremonies of emulation movements, competitions, performances, and dramatizations on new rural construction; integrating them into the activities of party cells, youth unions, and associations; propagating through a system of billboards, posters, banners, and slogans; organizing new rural construction competitions; promoting the emulation movement "Hai Lang joins hands to build new rural areas", carrying out the work of "rural beautification", "New Rural Day", and building "model flower roads"...

The district also opened 26 training classes on knowledge of the new rural construction program for 1,560 cadres, union members, association members and village cadres to participate; distributed more than 2,000 sets of documents on the new rural construction program compiled by superiors to the training subjects; organized many delegations to visit and learn about the experience of new rural construction in Ha Tinh , Nghe An, Thanh Hoa and the southern provinces to learn good models and creative ways of doing things of the localities...

Thanks to that, the contents of the new rural construction program have been clearly understood by cadres, party members and people; awareness of the new rural construction program has been raised, creating consensus in society to join hands and contribute to building the new rural area.

From the state budget directly supporting the implementation of the new rural construction program, along with the support of organizations and individuals, especially the enthusiastic response and contribution of the people, Hai Lang district has invested in many infrastructure projects to serve socio -economic development and has not allowed the arising of outstanding debts in basic construction in the new rural construction. Thereby, the role of the people as the subject in the new rural construction has been clearly demonstrated.

People voluntarily donated land, trees, crops, structures, and labor days to build irrigation works, rural transportation, schools, water supply stations, and plant trees (226.449 km of communal, inter-commune, village, and inter-village roads/324.205 km of total roads of all types, reaching 69.8%), and install lighting on rural roads (186.54/228.39 km, reaching 81.7%)... The mobilization of resources from the people ensures the principles of democracy, openness, transparency, and the spirit of voluntariness, without mobilizing people's contributions beyond their capacity.

Up to now, the whole district has 15/15 communes recognized by the People's Committee of Quang Tri province as meeting the standards of new rural communes; 3/15 communes (Hai Thuong, Hai Phu, Hai Hung) are recognized as meeting the advanced standards of new rural communes; Dien Sanh town is recognized as meeting the standards of civilized urban areas; the district has met 9/9 criteria according to the national criteria set for building new rural districts.

In particular, 19,013/19,094 people expressed satisfaction (99.58%) with the results of building a new rural district and wished that superiors would soon consider and recognize the new rural district. The socio-economic situation has changed a lot and achieved positive and comprehensive results in all fields, creating a foundation for Hai Lang district to continue striving to build a key industrial district of Quang Tri province before 2030 and a town by 2040.

Assessing the changes in the rural landscape and infrastructure serving production and people's lives, Vice Chairman of Hai Lang District People's Committee Duong Viet Hai said that after more than 13 years of implementing the new rural construction program, up to now, 100% of commune and village roads have been invested, upgraded, hardened, renewed and expanded. Irrigation infrastructure has been strengthened; the area of ​​agricultural land with active irrigation and drainage has reached over 90%.

100 communes have national grid systems with 100% of households using electricity regularly and safely. Medical infrastructure is invested and completed from district to commune. 100% of commune health stations meet national health standards. School facilities, functional rooms, and educational equipment are invested and upgraded to meet teaching and learning requirements. 100% of communes and towns have community cultural houses.

The highlight of Hai Lang is that the economic structure of rural areas has changed positively. The production value of economic sectors continues to grow, reaching 12.3% by the end of 2024. Rural industry and services grow rapidly. The value of agricultural production per hectare of cultivated land reaches 126 million VND. The total output of grain food reaches over 90,000 tons. Many specialized agricultural areas have been formed to promote the advantages of localities, regions, and areas, gradually meeting the needs of the market such as areas for producing raw timber, color crops, rice, and specialized fruit tree growing areas...

Forming many production linkage models associated with product consumption with high economic efficiency such as organic rice model, VietGAP, high-quality rice, FSC large timber forest model, pig, cow, eel farming models... Hai Lang district is located in the core planning area of ​​the Southeast Quang Tri Economic Zone with an area of ​​9,167 ha / 23,792 ha, with the My Thuy Port project (phase 1), Quang Tri Industrial Park project (phase 1). This is a favorable condition to promote industrial, trade and service development, opening up many investment opportunities and economic development of the district in the coming years.

The process of building a new rural area also creates momentum and favorable conditions for the restoration and development of traditional cultural values. Neighborhood relationships are strengthened. The rural environment is bright, green, clean and beautiful. People's lives have improved. The average income per capita has reached 74.5 million VND so far. The poverty rate is only 3.19%.

Political security and social order and safety are ensured. The political system from the district to the grassroots level is increasingly built comprehensively and firmly. The goals and targets of the new rural construction program in the district are implemented in the right direction, achieving positive results, creating a premise for the sustainable development of the district in the new period.
