Heads of educational institutions must be responsible before the law and management agencies if "overcharging" occurs.

The Department of Education and Training of Hai Phong has just sent an official dispatch to the People's Committees of communes, wards, special zones and educational institutions in the area on strengthening discipline, publicity and transparency in the implementation of collections at educational institutions for the 2025-2026 school year.

The Hai Phong Department of Education and Training requires educational institutions to continue to thoroughly educate school administrators, teachers, and staff to seriously implement the plan on implementing educational revenues; and to organize propaganda to parents about this plan.

Absolutely do not allow the situation of "overcharging" at the beginning of the school year. All fees must have a legal basis, clearly publicized in terms of the list, fee level, subject, time and method of collection. Do not set up fees outside of regulations, do not combine multiple fees, and do not collect fees in advance for many periods.

Heads of units are fully responsible for the revenues and expenditures of the unit. They are accountable to students, parents, management agencies and society for each revenue level and revenue item.

The Department of Education and Training of Hai Phong requested the People's Committees of communes, wards and special zones to direct relevant units to strengthen inspection of the collection of fees at the beginning of the 2025-2026 school year for educational institutions under their management.
