Hai Phong makes a deep impression on social security.

Hai Phong's impressive results in eliminating temporary houses, improving housing, and reducing the poverty rate, displayed at the Exhibition of 80 Years of National Achievements, are attracting the interest and attention of many people.

Many people came to the exhibition to watch the large projection screen to hear about the city's poverty reduction policies.

Proud of outstanding results

Mr. Le Duc Dao, 75 years old, living on Nguyen Luong Bang Street, Kien An Ward (Hai Phong) was one of the first visitors to take the "0 Dong" buses arranged by the city to visit the Exhibition of 80 years of national achievements with the theme "80 years of journey of Independence - Freedom - Happiness". The first booth Mr. Dao visited was the booth displaying the socio -economic achievements of Hai Phong city, in lobby area 7, Kim Quy Building.

Standing for a long time to watch and listen to the report shown on the big screen, Mr. Dao said: "I saw images of spacious solidarity houses for the poor. Somewhere there were tears of happiness mixed with bright smiles because people have more opportunities to settle down and make a living...".

Coming to the National Achievement Exhibition with her husband and children, Ms. Vu Phuong Thao, living in Dang Xa apartment building, Gia Lam ( Hanoi ) said that she was born and raised in Hai Phong, but has worked and lived far from home for many years. Therefore, she is especially interested in the indoor display area and outdoor booth of the Port City. Her children all felt excited when experiencing the space applying 3D Mapping technology in the Truong Minh Ship model, telling stories with images, lighting illustrations... about social security policies, thereby understanding more about their mother's hometown. Ms. Thao is more assured because her parents are elderly and always receive priority attention and comprehensive care from the city.

Along the 80-year journey of building and developing the country, Hai Phong has a persistent journey in creating social security policies, especially steadfast in the goal of sustainable poverty reduction. Notably, the City People's Council passed specific, unique resolutions to support income, vocational training... for people in poor and near-poor households.

In the East of Hai Phong, there is Resolution No. 04/2022 of the City People's Council on regulations on a number of specific policies to support people in poor households, near-poor households, and households that have just escaped poverty in the period of 2022 - 2025 equal to the multidimensional poverty standard for the period of 2021 - 2025 (1.5 million VND/person/month for rural areas; 2 million VND/person/month for urban areas), so that people in poor households who are no longer able to work have better living conditions.

In the West of Hai Phong, Resolution No. 37/2024 of the People's Council of Hai Duong province (old) regulating support for members of poor households and households escaping poverty in the province to help poor households, near-poor households, and people in difficulty improve their lives has supported more than 6,600 members of poor households and households escaping poverty, with a total cost of more than 39.3 billion VND.

With comprehensive and concentrated poverty reduction policies, by the end of 2024, the East of Hai Phong will no longer have poor households according to the national poverty standards for the period 2022 - 2025 (completed 1 year earlier than the target and plan), the rate of near-poor households will decrease by nearly 50% after only 1 year.

Through the review of localities at the end of 2024, the West of Hai Phong still has a total of 6,287 poor households, equivalent to a rate of 0.96% and 8,521 near-poor households, equivalent to a rate of 1.3%. Compared to 2023, the poverty rate of the West of Hai Phong decreased by 0.38% and exceeded the target of the 2024 implementation plan of 0.24%.

The elimination of temporary and dilapidated houses was also focused on in the West of Hai Phong and completed 2.5 months earlier than the Government's target, with 510 poor and near-poor households receiving financial support to build and repair houses in the first half of 2025.

Mobilize the whole society to participate

The "secret" for Hai Phong to become a bright spot in the country in social security care in general and poverty reduction in particular is to promote the strength of great solidarity and mobilize the participation of the entire political system.

Many exhibition attendees were particularly impressed by Hai Phong's poverty reduction achievements.

Many social and humanitarian relief activities of the Hai Phong City Red Cross, the City Association of Agent Orange/Dioxin Victims, the City Charity Association... mobilized high support resources, achieving humanitarian value 5-10 times higher than the allocated funding, contributing to caring for disadvantaged, disadvantaged, and special cases, comprehensively consolidating the poverty reduction policy that the city is applying.

According to Mr. Bui Manh Phuc, Chairman of the Hai Phong City Red Cross Society, in response to the 2025 Humanitarian Month with the theme "Humanitarian Journey - Spreading Love", in the East of Hai Phong, the organization started construction and built 11 new "Red Cross" houses, and implemented the program "Safety for poor and disadvantaged fishermen" in Bach Long Vi island district, with a total humanitarian value of about 3 billion VND.

In the West of the city, through the campaign "Each organization, each individual is associated with a humanitarian address", the association at all levels regularly assisted more than 500 people, nearly 300 people received emergency support, with a total budget of nearly 2.5 billion VND.

The Red Cross at all levels of the city has diversified and flexibly mobilized social resources to build a community of good people and good deeds. Especially in the context of epidemics and natural disasters, city leaders proactively visited and encouraged those facing sudden difficulties so as not to be "left behind", so that no one lacks food or does not receive timely care and support...

The social security policies that are “in line with the Party’s will and the people’s will” that Hai Phong has been implementing have practically contributed greatly to the goal of sustainable poverty reduction in the city, so that all residents of the Port City can enjoy the fruits of socio-economic development. That effectiveness is not only demonstrated concretely, by numbers, present in each new house, but also engraved in the hearts of the city’s residents, becoming a source of pride for their homeland - a livable city in the North.

Writing his feelings in the guestbook at Hai Phong's booth in the National Achievements Exhibition, Mr. Nguyen Thai Hoc, 41 years old, in Cam Khe A area, Tu Minh ward (formerly Hai Duong city) wrote: "I went with my father to visit the National Achievements Exhibition. My father was especially deeply impressed with Hai Phong's outstanding social security policies. Because according to him, this is the factor that changes the city's appearance, improving the quality of life of the city's people, very different from 50 years ago - my father came to Hai Phong to perform military service".
