• Reporter : Could you please share the methods of the elected body in making decisions to concretize the development strategy of Ha Tinh in recent times?

Comrade Hoang Trung Dung: In recent times, Ha Tinh has continued to strive, achieving many remarkable results, however, that process has also encountered many difficulties and challenges. From the Party's policies, the State's legal policies, especially the Resolution of the Provincial Party Congress for the 2020-2025 term; the policies of the Provincial Party Committee; closely following the practical life and issues of concern to voters and people, the Provincial People's Council has considered, discussed, and promptly concretized them into unified and synchronous resolutions, mechanisms, and policies, making important contributions to the results of implementing the local goals and tasks. Since the beginning of the 2016-2021 term, the Provincial People's Council has issued 450 resolutions, including 381 resolutions on the fields of economy - budget, culture - society, national defense and security.

The 14th session of the 18th Ha Tinh Provincial People's Council, taking place in mid-July 2023, approved many important policies.

In order for the issued mechanisms and policies to meet the socio-economic development requirements of the locality and the legitimate aspirations of the people, the Provincial People's Council has focused on innovating the stages of issuing resolutions. The committees of the Provincial People's Council have organized field surveys, collected information, compared local practices and accompanied, commented and provided opinions during the drafting process, helping the drafting agencies to complete the resolution with appropriate content, close to reality, ensuring the provisions of the law.

The resolution review activities are carried out in-depth in each content and field, ensuring quality, clearly expressing the opinions of the Provincial People's Council committees as a basis for People's Council delegates to study, discuss and decide...

The thematic meetings promptly resolved urgent local issues, concretizing the Central regulations assigning authority to the Provincial People's Council.

To continue to innovate and improve the quality of resolutions, from the beginning of the 2016-2021 term up to now, the Standing Committee of the Provincial People's Council has maintained the organization of Provincial People's Council delegates to discuss in groups before each session, thereby proactively giving opinions and creating high consensus on draft resolutions submitted to the session.

In addition to regular sessions, the Provincial People's Council has organized specialized sessions to promptly resolve urgent local issues, concretizing the regulations of the Central Government assigning authority to the Provincial People's Council. The increased organization of specialized sessions has reduced the content of specialized sessions at regular sessions, creating conditions for the Provincial People's Council committees to have time to survey and collect information thoroughly, improving the quality of examining draft resolutions; Provincial People's Council delegates have time to study more deeply and thoroughly the contents submitted to the People's Council for consideration and decision at the session. Since the beginning of the 2016-2021 term, the Provincial People's Council has organized 37 sessions, including 20 specialized sessions... In addition, the Standing Committee of the Provincial People's Council and the committees of the Provincial People's Council have handled 328 issues arising between the two sessions in various fields, promptly responding to the requirements of local management and administration and practical requirements.

The Standing Committee of the Provincial People's Council pays special attention to the work of periodically receiving citizens, thereby grasping their thoughts and aspirations and promptly removing difficulties among the people.

With those solutions, the resolutions issued by the Provincial People's Council all ensure the correct process, procedures, and authority; are suitable to the practical situation, and are highly feasible. From there, the goals, tasks, solutions, and appropriate roadmaps have been clearly identified, which have been of interest to the Provincial People's Committee, sectors, localities, and the People, and have focused on deployment and implementation.

Comrade Hoang Trung Dung: The National Assembly Delegation and the Provincial People's Council regularly pay attention to voter contact activities with a democratic, serious and highly responsible spirit. Through many forms: periodically, thematically, directly and online, encouraging voters to reflect their thoughts and aspirations, the meetings attract the participation of a large number of voters, thereby collecting many opinions and recommendations from the grassroots. Most of the opinions and recommendations are fully discussed, explained and synthesized by delegates and competent agencies, promptly sent to the responsible agencies for resolution. The monitoring, urging and supervising the resolution of voters' recommendations are carried out closely and regularly.

Since the beginning of the 2016-2021 term, the Provincial People's Council has organized direct meetings with voters at 352 locations and online at 13 district-level and 187 commune-level points with more than 55,000 voters participating, receiving about 2,500 opinions; The Provincial National Assembly Delegation has held 252 meetings with over 28,000 voters attending, receiving about 1,000 opinions. Voters' opinions have comprehensively and fully reflected issues in social life, shortcomings in State management, and the organization and implementation of policies in various fields...

The Standing Committee of the Provincial People's Council has developed and issued regulations on citizen reception activities, handling complaints, denunciations, recommendations and reflections from citizens. Every month, in addition to regularly receiving citizens at the office, the Standing Committee of the Provincial People's Council participates in receiving citizens at the Provincial Citizen Reception Office; coordinates with the Provincial Citizen Reception Committee to organize for the Chairman of the Provincial People's Council to receive citizens according to the law. Comrade Hoang Trung Dung: Ha Tinh is making a breakthrough effort to successfully implement the goals of the Resolution of the 19th Provincial Party Congress and the development strategy of the Provincial Planning for the period 2021-2030, with a vision to 2050. Accordingly, by the end of 2024, strive to complete the task of building the province to meet the New Rural Standards, strive to become a well-off province in the country by 2030; by 2050, to be a modern industrial province, with comprehensive and sustainable development, becoming a growth pole of the North Central region and the whole country.

Deputy Prime Minister Tran Hong Ha and Minister of Planning and Investment Nguyen Chi Dung presented the decision approving the Provincial Planning for the 2021-2030 period, with a vision to 2050, at a conference held at the end of May 2023.

In order for the activities of elected bodies to meet the requirements of the new development period, the province continues to effectively implement Directive No. 29-CT/TU dated July 2, 2018 of the Provincial Party Committee on "Strengthening the leadership of Party committees, continuing to innovate and improve the quality of activities of People's Councils at all levels", ensuring the comprehensive leadership of the Party over the activities of the People's Council. The Provincial National Assembly Delegation, the Standing Committee, and the committees of the Provincial People's Council maintain regular contact with central agencies, provinces, centrally run cities and localities.
