The effectiveness of national target programs in Kon Tum province

To create livelihoods for poor households in general and poor ethnic minority households in particular, Kon Tum province has effectively implemented the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period and the National Target Program on Socio-Economic Development for Ethnic Minority and Mountainous Areas for the 2021-2025 period. Thanks to that, poverty reduction work has achieved encouraging results.

The model of the pineapple intercropping cooperative group in Dak Ro Gia village (Dak Tram commune, Dak To district, Kon Tum province) has been effectively implemented by many ethnic minority households.

Ngoc Hoi district, located at the Indochina Junction, borders two neighboring countries Laos and Cambodia. As a border district, the socio -economic conditions are still difficult, but in recent years, thanks to the good implementation of the Central's ethnic programs and policies and the attention of the Provincial Party Committee, the People's Council and the People's Committee of Kon Tum province; the efforts and striving of all levels, sectors and people of all walks of life, Ngoc Hoi district has effectively implemented many projects; thereby promoting local socio-economic development; the material and spiritual life of the people has been gradually improved.

Participating in the Sub-project of breeding breeding cows under Sub-project 2, Project 3, National target program on socio-economic development of ethnic minority and mountainous areas in 2023 in Sa Loong commune, Ngoc Hoi district, Ms. Y Xe was supported with a breeding cow to develop the household economy. When receiving the cow, she was trained by staff on barn construction techniques, disease prevention and treatment techniques, and knowledge of breeding breeding cows... "Currently, my cow is developing very well. I am trying to take care of it so that it will soon give birth to calves, helping me pay back the support money to the State and escape poverty," Ms. Y Xe confided.

In recent times, the rural appearance of Ngoc Hoi district has been gradually renewed. The socio-economy in remote, border and ethnic minority areas has developed; the rate of poor households, unemployment, underemployment and social evils has gradually decreased. The health insurance coverage rate reached 86.21%. Infrastructure has been significantly improved, promoting investment efficiency, promoting production development and stabilizing people's lives.

Up to now, 100% of communes have asphalt roads to the People's Committee, 100% of villages have roads accessible by car; 100% of communes basically have irrigation systems that meet irrigation needs. All villages and hamlets in the area have grid electricity for daily use. The rate of ethnic minority households using hygienic water for daily use is 97%. The fine traditional cultural identity of ethnic minorities is preserved and developed. In the district, all seven communes meet the standards of new rural communes; four villages meet the standards of model residential areas; Plei Kan town meets 6/9 criteria of civilized urban standards; two advanced new rural communes (Dak Nong and Dak Kan communes).

The district has also implemented a number of economic models to support people, for example, projects to support breeding of reproductive cows under the capital source of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas and the National Target Program for Sustainable Poverty Reduction in the communes of Sa Loong, Dak Xu, Dak Duc, and Dak Nong.

As a poor household in the district, Ms. Bui Thi Thu (Muong ethnic group), residing in Hao Ly village, Sa Loong commune, confided that she was very happy when she received support for a breeding cow in 2023. After a period of care, the mother cow gave birth to a calf. Thanks to the cow support, she has more fertilizer to take care of her family's garden and increase production.

Comrade Bui Van Hien, Secretary and Head of Hao Ly village, said that in 2024, the village had 143 households, 583 people, including 5 poor households and 1 near-poor household. In 2023, Hao Ly village was supported with 8 breeding cows for 8 poor, near-poor, and disadvantaged households. Up to now, the households raising breeding cows have developed well. After receiving the cows, the government organized training courses for the households. The village management board, party cells, and association organizations are very interested and regularly visit the breeding to have appropriate handling directions, if there is a disease, to prevent the spread of the epidemic. People with garden land and wide ditches have known how to take advantage of growing grass as food for the cows.

According to the Standing Vice Chairman of the People's Committee of Ngoc Hoi district, Y Lan, the implementation of programs and policies to support economic development in ethnic minority border areas in Ngoc Hoi has always been favorable. The programs and policies implemented have always received close attention and direction from the Party Committee, the initiative of authorities at all levels, sectors, organizations and the consensus and response of the people.

Director of the Department of Labor, War Invalids and Social Affairs of Kon Tum province, A Kang, said that the national target programs for the 2021-2025 period on sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas are very important and solve the most urgent problems of people's lives. After more than two years of implementation, the programs have contributed to gradually and centrally solving pressing problems of social life. The socio-economy in remote and isolated areas has developed; the rate of poor households, unemployment, underemployment and social evils has gradually decreased; the intellectual level and quality of the labor force have been improved; politics, national defense, security, social order and safety have been maintained. Infrastructure in poor and disadvantaged districts and communes has been significantly improved. Traffic works, irrigation, domestic water, and schools have promoted good investment efficiency, contributing to production development, stabilizing people's lives, and ensuring social security.

In the coming time, Kon Tum province will actively and proactively mobilize and integrate state, social and people's resources to invest in effective implementation of sustainable poverty reduction work in accordance with the characteristics of each locality. In particular, the province focuses on investing in infrastructure and basic construction works to serve the essential needs of the people; supporting the implementation of effective production models, associated with the One Commune One Product program project, establishing new-style cooperatives and cooperatives on the basis of value chain linkage with processing facilities to ensure stable consumption of agricultural products.
