The effectiveness of the emulation movement "Determination to Win" of the armed forces of Hai Duong province

Important, regular tasks

The emulation movement to win of the provincial armed forces focuses on training, combat readiness, building discipline, and training discipline. This is considered a central and regular political task of the army in peacetime, an important content, creating the foundation for building a revolutionary, disciplined, elite, and modern People's Army, meeting the requirements of protecting the Fatherland in all situations.

To gradually improve combat readiness and meet mission requirements, agencies and units have strived to successfully implement the policy of "one focus, three breakthroughs", following the motto "basic, practical, solid".

From 2019 to present, the provincial armed forces have launched 6 "Determined to Win" emulation movements, 3 long-term emulation movements, 21 raid emulation campaigns, and peak emulation campaigns.

Every year, units pay attention to investing funds to build and renovate training grounds and training grounds, and to renew many teaching tools. The initiative writing movement is widely deployed, with many models applied in agencies and units, serving training work.

In combat training, units actively innovated both content, organization and methods, closely following the requirements, tasks and areas of operation. Thanks to that, in recent years, the training work of the Provincial Military Command has been carried out in accordance with the motto, achieving 100% of the requirements.

Training quality has been improved, the training results of the regular force have met and exceeded the set targets and requirements. Every year, the training of militia and self-defense forces meets 100% of the requirements, of which over 75% are good and excellent. The reserve force is registered and managed closely, achieving 100% of the target. The Provincial Military Command has won many high prizes in competitions and sports events at all levels.

Along with combat readiness training, agencies and units in the provincial armed forces have thoroughly grasped and strictly implemented instructions, directives and regulations on building regulations, and compliance with discipline and laws. Party committees and commanders of agencies and units have made many innovations and creativity in leadership and direction, ensuring strictness, comprehensiveness, focus and key points, creating strong and clear changes, raising the awareness of compliance with discipline and laws of officers and soldiers.

Every year, the Party Committee and the commander of the provincial armed forces have focused on leading and directing the promotion of emulation movements, focusing on improving the quality of political education, disseminating and popularizing legal education, considering this the most important basic solution to build a strong armed force. 100% of the provincial military forces have completed their tasks, of which 87.6% have completed their tasks excellently and well; 84.1% of the party members have completed their tasks excellently and well.

The Provincial Military Command advises the Provincial Party Committee and the Provincial People's Committee on many leadership solutions and directions for districts, cities and towns to build up potentials in the defense zone, especially building components and positions in the defense zone associated with the socio-economic development planning in the province, creating a solid and interconnected position.

In particular, priority is given to planning and building components, combat bases, rear bases, training grounds, shooting ranges and local combat facilities. Gradually deploy the construction of headquarters of the Military Command of communes, wards and towns.

The Provincial Defense Zone Exercise Steering Committee has directed communes, wards and towns to organize combat exercises in the defense zone. The provincial and district levels have completed the exercise plan according to the set goals. Thereby contributing to raising awareness, capacity and level of the operation of the Party's leadership mechanism, the government's management, and the advisory role of sectors and organizations in local defense and military tasks.

The highlight of the emulation movement "Determination to Win" of the provincial armed forces in recent times is the close combination with the patriotic emulation movement, aiming at performing well the advisory function for the Provincial Party Committee, People's Council, and Provincial People's Committee to thoroughly grasp and implement local defense and military tasks.

The image, qualities and traditions of "Uncle Ho's soldiers" in the new period in the province's armed forces are always promoted, contributing to building a strong, comprehensive, "exemplary and typical" agency and unit.

Many meaningful and practical activities have been implemented by agencies and units from the "Determination to Win" emulation movement. From 2019 to now, the provincial armed forces have helped 24 families in difficult circumstances with breeding animals and capital amounting to over 100 million VND; coordinated medical examination and free medicine distribution for more than 2,300 policy families, war invalids and sick soldiers; effectively resolved policy regimes, paid one-time subsidies to 7,930 subjects...

Implementing well the military rear policy, the agencies and units of the Provincial Military Command received and cared for 17 Vietnamese Heroic Mothers; built 45 gratitude houses and "great solidarity" houses with a total amount of more than 3.6 billion VND; visited and presented more than 3,900 gifts to policy families, Vietnamese Heroic Mothers in the area and military families in difficult circumstances worth over 2.5 billion VND; supported the "Repaying gratitude" Fund with a total amount of over 1.6 billion VND...

To achieve the above results, the lessons learned from organizing and implementing the emulation work and the emulation movement of Hai Duong province's armed forces are that Party committees, commanders at all levels and cadres and party members, especially the cadres in charge and heads of agencies and units must always be exemplary, dare to think, dare to do, dare to take responsibility, and have the right awareness of the position, significance and importance of the movement work.

The content and emulation targets closely follow the direction of superiors, the tasks of the unit and locality, closely combine with the patriotic emulation movement, campaigns of the Party, State, Army and locality to make the emulation movement develop comprehensively and firmly.

In the process of organizing and implementing the emulation movement, focus on key goals and tasks, aiming at implementing breakthroughs, new and difficult tasks to solve weak links, weak aspects, and fight against formalism and spreading...

In addition, it is necessary to do a good job of discovering, nurturing, building and replicating advanced models, closely combining emulation with rewards; emulation and rewards with policy work and personnel work; and paying attention to the development, progress and maturity of cadres and soldiers with outstanding achievements in emulation.

It can be affirmed that the emulation movement "Determination to Win" of the provincial armed forces has developed comprehensively, widely, with many innovations and creativity, achieving high results. The provincial armed forces always excellently fulfill the set emulation goals and targets, creating favorable conditions for socio-economic development and strengthening national defense and security in the province.

With the achievements and results, over the past 5 years, the provincial armed forces have had 798 collectives and 2,561 individuals awarded by all levels. For many consecutive years, the provincial military forces have been awarded the Excellent Emulation Flag by the Ministry of National Defense, the Military Region Command and the Provincial People's Committee.

In particular, in 2022, the Provincial Military Command was awarded the Second Class Military Exploit Order by the President. In 2024, the Provincial Military Command was proposed by the Ministry of National Defense to be awarded the Emulation Flag by the Government.
