The effectiveness of the People's Inspectorate's monitoring activities

In recent times, the activities of the People's Inspection Committee (ICC) in communes and towns in Bac Ninh province have played an important role in monitoring activities at the grassroots level. With a network spread across all communes and towns, the ICCs have contributed to detecting and preventing violations, ensuring transparency and effectiveness of local management activities.

In March 2024, Nghiem Xa village, Cho town (Yen Phong district) deployed to upgrade and expand the road in Do hamlet. With the trust of the villagers, the Veterans Association members are the core force to directly participate in supervising the construction process. Directly supervising the road, Nghiem Xa village Party Secretary Nghiem Dinh Luan said that since the project started, members of the People's Inspection Committee have always been present to directly check the input materials, quantity and monitor the construction process to ensure compliance with the approved technical process. The entire supervision process has always been carried out publicly and transparently by the People's Inspection Committee, organizing the posting of financial information for people to monitor and understand. Up to now, the completed road has been put into use, ensuring quality and receiving high trust from the majority of people.

Currently, Yen Phong district has 14 People's Inspection Committees with 111 members and 320 Community Investment Supervision Committees with over 1,600 members. Those recommended to join the committees are all people who are knowledgeable about the law, have prestige, have a sense of responsibility, and are dedicated to the work of the Front. According to Mr. Kieu Van Hoan - Chairman of the Fatherland Front Committee of Yen Phong district, in the past term, supervision activities at the grassroots level have created consensus among the people when implementing projects, especially in mobilizing, managing, and using resources contributed by the people to build new rural areas. In the past 5 years, People's Inspection Committees in communes and towns have directly supervised 80 contents, discovered and recommended 12 opinions that were accepted by the People's Committees of communes and towns. Chairwoman of the Fatherland Front Committee of Bac Ninh province Nguyen Thi Ha said that in the past term, the Fatherland Front at all levels has directed the People's Inspection Committees and Community Investment Supervision Committees to operate in accordance with their functions and regulations. In supervising the implementation of the grassroots democracy ordinance, the People's Inspection Committees have regularly supervised the contents that the People's Committee must publicly inform the people about the People's Council's resolutions, socio -economic development plans, land use planning and plans, annual revenue and expenditure and financial settlement, investment programs and projects, supervising the assessment of poor households, infrastructure contribution levels, and the development of village and cultural village conventions. The Community Investment Supervision Committees directly participate in supervising basic construction works in the area.

With the function of "monitoring, detecting, and recommending", the People's Inspection Committee has monitored 1,050 cases and detected nearly 200 cases with signs of violations. The People's Inspection Committee has made recommendations to the authorities to review and resolve over 180 cases (reaching 90%). Typically, the People's Inspection Committee of Lac Ve commune (Tien Du) has detected and recommended to the authorities to resolve many cases related to violations of payment regimes for policy beneficiaries; improper collection and payment of primary schools; the People's Inspection Committee of Dai Dong commune (Tien Du) coordinated with the People's Committee of the commune to inspect 3 cases related to the economy of Dai Vi village, recovered 8,469.5 m2 of land; recovered from 2 households that paid compensation to the wrong subjects the amount of 36.5 million VND; The People's Inspection Committee of Ho town (Thuan Thanh) discovered and recommended the illegal sale of land in Dong Coi hamlet and recommended the Commune People's Committee to handle the recovery of land and money, and at the same time recommended handling and dismissing the People's Council delegate for the village chief...

In addition, the Community Investment Supervision Boards in communes, wards and towns have supervised 1,758 construction projects in the area using State and community funds. Through supervision, nearly 100 projects were found to be in violation, mainly due to slow construction progress, construction not according to design, materials not guaranteed, not according to planning, not ensuring environmental hygiene. The Supervision Boards have recommended that state agencies consider and resolve the violations. After detecting signs of violations, the Supervision Boards have sent a document requesting the Chairman of the People's Committee and the investor to stop the project and promptly correct the errors.
