Completed the bidding plan for 200,000 tons of national reserve rice

The State Reserve Department said it has successfully bid for 200,000 tons of rice to be imported into the national reserve in 2025.

Accordingly, on August 25, 2025, 15 regional State Reserve Sub-Departments organized the closing and opening of bids to purchase 200,000 tons of rice (equivalent to 171 bid packages). All bid packages were successful. The regional State Reserve Sub-Departments conducted bid opening, evaluated bid documents and implemented steps according to the provisions of the Bidding Law.

By September 22, 2025, the regional State Reserve Sub-Departments had signed contracts with the winning bidders to supply 200,000 tons of rice, completing the contractor selection, achieving 100% of the plan assigned by the Prime Minister, in accordance with the provisions of the Bidding Law and current guidelines, ensuring the principles of publicity, transparency, competition, economic efficiency with quality standards, warehousing and preservation processes ensuring compliance with national technical regulations. The import of rice into the national reserve will be completed by October 31, 2025.

Specifically, the State Reserve Department of Region I bid and signed contracts with contractors to purchase an additional 12,000 tons of rice, to be imported into 7 warehouses. The State Reserve Department of Region II purchased an additional 8,000 tons of rice, to be imported into 3 warehouses; the State Reserve Department of Region III purchased an additional 31,000 tons of rice, to be imported into 17 warehouses; the State Reserve Department of Region IV purchased an additional 14,000 tons of rice, to be imported into 5 warehouses; the State Reserve Department of Region V bid to purchase an additional 5,000 tons of rice, to be imported into 3 warehouses.

The State Reserve Department of Region VI purchased an additional 1,500 tons of rice and put it in 1 warehouse; the State Reserve Department of Region VII purchased an additional 29,500 tons of rice and put it in 16 warehouses; the State Reserve Department of Region VIII purchased an additional 20,000 tons of rice and put it in 8 warehouses; the State Reserve Department of Region IX purchased an additional 8,500 tons of rice and put it in 2 warehouses; the State Reserve Department of Region X purchased an additional 24,500 tons of rice and put it in 6 warehouses.

The State Reserve Department of Region XI purchased an additional 6,000 tons of rice and put it in 4 warehouses; the State Reserve Department of Region XII purchased an additional 3,000 tons of rice and put it in 1 warehouse; the State Reserve Department of Region XIII purchased an additional 12,000 tons of rice and put it in 4 warehouses; the State Reserve Department of Region XIV purchased an additional 20,000 tons of rice and put it in 5 warehouses; the State Reserve Department of Region XV bid to purchase an additional 5,000 tons of rice and put it in 1 national reserve warehouse.

The State Reserve Department said that before the regional State Reserve Sub-Departments organized the selection of contractors, the State Reserve Department issued documents guiding a number of contents in the 2025 rice purchase bidding for units to implement.

On that basis, 15 regional State Reserve Sub-Departments have posted contractor selection plans, bidding notices, bidding documents, and updated estimates of bidding packages for purchasing rice for national reserves in 2025 on the National Bidding Network as prescribed.

Pursuant to Decision No. 129/QD-TTg dated July 11, 2025 of the Prime Minister on supplementing the plan to purchase increased national food reserves in 2025 and supplementing the 2025 budget estimate for the Ministry of Finance , the State Reserve Department has issued decisions to assign additional targets for the plan to purchase increased national food reserves in 2025; approved the estimate to purchase additional national food reserves in 2025, adjusted the estimate to purchase additional food reserves in 2025 for the 15 regional State Reserve Sub-Departments to organize bidding to purchase 200,000 tons of rice for the national reserve.
