In 2019, Hoang Hoa district was recognized as meeting the new rural standards. Up to now, the district has 9 communes meeting the advanced new rural standards, 3 communes meeting the model new rural standards; and 79 model new rural villages.

In the 2021-2023 period, the district mobilized nearly 4,000 billion VND to develop production, invest in infrastructure construction, implement new rural criteria, OCOP products... Accordingly, 21.2 km of new 4-lane roads were completed and put into use; a number of large and key projects were accelerated and put into use such as the road from Hoang Minh red light intersection to Gong intersection, National Highway 1A to Hai Tien tourist area; the annual health insurance coverage rate is over 92%, the rate of centralized clean water reached 58.9%...

In addition, the district always focuses on developing rural tourism. Hai Tien tourist area has welcomed 1.6 million visitors, 103 accommodation establishments with 6,740 rooms; digital transformation has always been of interest with 243 community digital technology teams in villages and neighborhoods; 1,000 cameras in 37/37 communes and towns have effectively served the work of ensuring security and order...

The district has been focusing on implementing many solutions to promote agricultural production development in accordance with the advantages of each region. Many production models bring high economic efficiency to the people such as growing Kim Hoang Hau melon, baby cucumber in greenhouses, producing potatoes, squash, high-tech shrimp farming... Hoang Hoa is also a locality with the quantity and quality of OCOP products in the top of the province with 35 products ranked 3 stars or higher, with 1 product ranked 5 stars, currently being widely consumed domestically and has conquered foreign markets.

At the working session, members of the monitoring delegation highly appreciated the spirit of frank recognition of the shortcomings and limitations in the process of building new rural areas in Hoang Hoa district, such as the lack of outstanding environmental landscape; some criteria such as production models, rural landscapes... lack depth; branding for OCOP products has not been given due attention...

Members of the No. 2 Supervisory Team also requested the district to improve the quality of sea tourism services; focus on implementing solutions to protect the rural environment; enhance linkages in agricultural production, and pay attention to planning concentrated agricultural production areas.

In addition, focus on reviewing and improving the quality of criteria according to the new set of criteria; supplementing data on education; focusing on building OCOP products in the fields of history, culture, tourism...

Based on the district's report and the opinions exchanged at the working session, on behalf of the monitoring delegation, Vice Chairman of the Provincial People's Council Nguyen Quang Hai highly appreciated the efforts and results that Hoang Hoa district achieved in the process of building new rural areas.

He requested the district to continue to strengthen propaganda work, promote the role of the people and the community to participate in building the new rural areas in depth. Improve the quality of emulation movements to build the new rural areas, commend and reward typical and advanced organizations and individuals and criticize and handle groups and individuals who are afraid of difficulties in building the new rural areas. Strengthen inspection, examination and supervision work, thereby promptly removing difficulties so that the new rural construction movement goes in the right direction.
