Conference to disseminate plans for party congresses at all levels

On August 6, Lao Cai City Party Committee held a conference to disseminate plans for Party congresses at all levels towards the 14th National Party Congress. Comrade Do Truong Son, member of the Provincial Party Committee Standing Committee and Secretary of Lao Cai City Party Committee chaired the conference.

At the conference, delegates were informed of Directive No. 35, dated June 14, 2024 of the Politburo on party congresses at all levels towards the 14th National Congress of the Party; some basic contents of the Plan of the Lao Cai Provincial Party Committee on party congresses at all levels towards the 14th National Congress of the Party; Plan of the Lao Cai City Party Congress and grassroots level towards the 14th National Congress of the Party.

Accordingly, the Party branches and committees carried out the following steps: Establishing sub-committees: Document Sub-committee; Personnel Sub-committee, Propaganda and Celebration Sub-committee and Organization Sub-committee serving the congress. Preparing congress documents: City-level and grassroots Document Sub-committees assigned specific tasks to each member; drafting detailed outlines of political reports, review reports of the Party Committee; drafting political reports, review reports of the Party Committee and draft congress resolutions.

Personnel work for the 2025-2030 term must ensure the leadership of the Party and Party committees at all levels, and promote the role and responsibility of the collective leadership and heads according to regulations.

Regarding the time of party congresses at all levels: Party cell congresses directly under the grassroots party committees shall not exceed 1 day, starting from February 2025, to be completed before March 31, 2025. Party member congresses or congresses of delegates of party cells and grassroots party committees directly under the City Party Committee shall not exceed 2 days, starting from April 2025, to be completed before June 30, 2025. City Party Congresses shall not exceed 3 days, starting from June 2025, to be completed before August 30, 2025. Time to organize model congresses: Party cells directly under the grassroots party committees in January 2025; party cells and party committees directly under the City Party Committee in March 2025.

For party cells directly under the grassroots party committees: Each party committee directly under the City Party Committee shall develop a plan, select one party cell to direct the model congress, and draw experience before the congresses of the remaining party cells, to be completed before January 30, 2025. For party cells and grassroots party committees directly under the City Party Committee, the model congress shall be completed before March 31, 2025.

After the conference, cadres at the city level and grassroots Party committees held conferences to disseminate Directive 35 of the Politburo , Conclusion No. 793 and the plan of the Provincial Party Committee, the plan of the City Party Committee, regulations and instructions on preparing and conducting congresses of higher-level Party committees and the plan to organize grassroots congresses.
