On the morning of August 19, in Ha Long City, comrade Nguyen Van Hoi, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Fatherland Front Committee, Deputy Head of the Standing Committee of the Provincial Steering Committee for Democracy Implementation at Grassroots Level, chaired a scientific workshop to assess the current situation and propose improvements to the quality and effectiveness of democracy implementation at the commune level in the province.
Attending the workshop, on the Central side were comrades: Hoang Ba Hai, Deputy Head of the Research Department, Central Committee for Mass Mobilization; Tran Xuan Hien, Deputy Head of the Youth Affairs Department, Ministry of Home Affairs . On the Quang Ninh province side, there was comrade Le Van Anh, Vice Chairman of the Provincial People's Council, along with representatives of the Provincial Party Committee for Mass Mobilization and departments, branches and localities in the province.
In recent times, the Steering Committee for the implementation of democracy at grassroots levels in the province has been regularly reviewed and improved; assigned specific tasks to members in charge and monitored the activities of localities, agencies and units; and paid attention to amending and supplementing the operating regulations of the Steering Committee. With the determination in leading and directing the implementation of democracy in communes, wards and towns in the province, many positive results have been achieved, making important contributions to the socio-economic development of the province.
Accordingly, the work of propaganda, dissemination and implementation of grassroots democracy regulations has been carried out with many rich and flexible contents and forms. Over the past 5 years, the province's economy has continuously grown at a high and stable rate, with a double-digit growth rate and has always been in the leading group of the country; the structure has shifted positively towards sustainability, transforming the development method from "brown" to "green"; the material and spiritual life of the people has been improved and enhanced, especially in particularly difficult areas, rural areas, mountainous areas, border areas, and islands.
However, in addition to the achieved results, the implementation of democracy in communes, wards and towns still has limitations and difficulties in: The leadership and direction of democracy implementation by some Party committees and authorities in some localities and units have not received adequate attention; the role and responsibility of heads of some Party committees and heads of agencies and units in implementing democracy at the grassroots level are still not high; some grassroots authorities have not fully fulfilled their responsibilities in implementing the contents that must be made public...
At the workshop, delegates focused on discussing and clarifying the following contents: Promoting people's mastery in social activities and state management; sharing experiences, good and effective practices and shortcomings, limitations and difficulties in the process of implementing democracy at commune, ward and town levels; improving the quality and effectiveness of grassroots democracy practices;...
Speaking at the workshop, comrade Nguyen Van Hoi, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Fatherland Front Committee, Deputy Head of the Standing Committee of the Provincial Steering Committee for Democracy Implementation, emphasized: In order to effectively and practically implement democracy in communes, wards and towns and promptly overcome difficulties and limitations in implementation, Party committees, authorities, the Fatherland Front, socio-political organizations and localities in the province need to focus on improving the leadership capacity of Party committees in promoting people's mastery; innovate the content and methods of leadership in practicing democracy and improve the effectiveness of the Steering Committee for Democracy Implementation at the grassroots level. Strengthen the concretization of the provisions of the Law on Democracy Implementation for the commune level, ensuring that it is suitable to the conditions and actual situation in Quang Ninh. At the same time, innovate and improve the quality and effectiveness of inspection and supervision work in implementing democracy at the grassroots level in the direction of ensuring effectiveness, substance, and avoiding ostentation and formality.
