During the exam registration session, the invigilator is also responsible for disseminating the exam regulations, noting the regulations on the rights and responsibilities of candidates, and items that are allowed or not allowed to be brought into the exam room.
The Ministry of Education and Training has outlined the following basic notes for candidates during the exam registration process:
The 2025 high school graduation exam takes place in a special context, being the first exam applying the 2018 general education program, while still being organized for candidates according to the 2006 general education program.
Therefore, this year's exam has 2 types of questions. 12th graders will take the exam based on the 2018 General Education Program. Independent students who have not yet graduated from the old program will take the exam based on the 2006 General Education Program.
The high school graduation exam is organized in 3 sessions, 1 session shorter than previous exams, including 1 session for literature, 1 session for math and 1 session for optional exam. Candidates will be arranged by optional exam to optimize exam rooms and scores.
Notably, the exam took place right before the two-level local government system came into operation on July 1, so the exam was organized with three-level local governments, but the exam marking and announcement of exam results were done with two-level local governments.
According to the Prime Minister 's direction, the organization of the exam must be in the direction of reducing pressure, reducing costs, creating the most favorable conditions for each candidate, with the spirit of "3 guarantees": ensuring absolute safety, health, honesty, and objectivity in all stages of the exam; ensuring clear responsibilities of relevant agencies in the organization and implementation, leaving no gaps and absolutely not loosening management in the context of apparatus arrangement.
In addition, it is necessary to ensure the most favorable conditions for candidates taking the exam, from facilities, human resources, healthcare , security, safety, travel support plans to timely and complete information for candidates and parents, so that no candidate is not allowed to take the exam for subjective reasons.
In Hanoi , this year is the first year that digital maps are being used to help candidates get to the exam site conveniently and safely, avoiding the situation of arriving at the wrong exam site, leading to late exams like in previous years. The northern mountainous provinces, where floods and landslides often occur, also have plans to arrange for candidates to stay at school or near the exam site to ensure safety.
According to the Ministry of Education and Training, with the early and flexible initiative of localities, the preparation work of provinces, cities and steering committees is ready. Ensuring all conditions of facilities, human resources and materials for the exam to take place safely, seriously and effectively in accordance with the direction of the Prime Minister.
This year's high school graduation exam has a total of 1,165,289 candidates registered, an increase of nearly 100,000 candidates compared to 2024.
Of which, 1,138,579 candidates took the exam under the 2018 General Education Program (accounting for 97.71%) and 26,711 candidates took the exam under the 2006 General Education Program (2.29%).
The exam was held at 2,493 testing sites with a total of 50,039 testing rooms, mobilizing about 200,000 officials, teachers, staff and functional forces to participate.
