According to the report, more than 90% of civil servants at the commune level and non-professional workers at the commune level have intermediate or higher professional qualifications.

The report at the conference showed that in the 2021-2024 period, the training and fostering of civil servants met nearly 90% of the prescribed standards; 60% of civil servants were trained to update their knowledge, skills, and methods of performing public duties; about 27% of civil servants were trained according to professional title standards; nearly 30% of civil servants holding management positions were trained in management capacity and skills before being appointed; more than 90% of commune-level civil servants and non-professional workers at the commune level have intermediate or higher professional qualifications.

At the conference, delegates recommended and requested the Central Committee to unify the subjects, standards, and decentralization of political theory training and training of civil servants and public employees according to civil servant rank standards, professional title standards, leadership and management position standards.
