This year, the tournament gathered 14 clubs and was divided into two groups A and B based on geographical areas. Group A is the presence of the teams: Gama Vinh Phuc, Lam Dong, Dak Lak, Luxury Ha Long, PVF, SHB Da Nang Youth, Quang Nam Youth. Group B includes the teams: Ho Chi Minh City Youth, Gia Dinh, Dong Nai, Tien Giang , Dong Thap, Dugong Kien Giang, Vinh Long.
The teams will compete in a round-robin format with two home and away matches to determine the ranking points in each group. The first and second teams in each group will qualify for the final round to win a promotion spot, which will take place from August 13 to August 16 and will be paired according to the prescribed code scheme. The two winning teams will qualify for the national first division in the 2023-2024 season.

The two losing teams will play a play-off with the 10th-placed team in the 2023 National First Division to compete for a place in the 2023-2024 National First Division. The two teams at the bottom of each group will be relegated to the third division next year.
Speaking at the opening ceremony of the tournament, Mr. Duong Nghiep Khoi - General Secretary of VFF, Head of the tournament's Organizing Committee emphasized: "This is the highest tournament in the system of national non-professional football tournaments, a gateway for football teams to advance to compete in professional tournaments, and at the same time, it is also a playground to help maintain and develop the football movement in localities across the country and an environment for players to compete and develop their careers."

Mr. Duong Nghiep Khoi also believes in the efforts of the VFF in organizing, the close coordination of the participating clubs and will continue to receive the attention and support of a large number of fans, as well as demonstrate the professional progress of the matches, thereby creating a competitive environment, contributing to the overall development of Vietnamese football.
Immediately after the opening ceremony, the opening match in Group A took place between the home team Luxury Ha Long and the away team PVF. Also in this group, Tre SHB Da Nang welcomed Tre Quang Nam at Hoa Xuan Stadium, while Lam Dong visited Dak Lak Stadium.

In Group B, Tien Giang will play their opening match at home against Gia Dinh, Ho Chi Minh City Youth will meet Dong Nai at Thong Nhat Stadium and Dugong Kien Giang will face a challenge from visiting team Vinh Long.
