Hue breaks through growth, recommends support for dynamic projects

On behalf of the Standing Committee of the City Party Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Nguyen Van Phuong briefly reported on the city's socio-economic situation in the first 6 months of the year.

Accordingly, Hue recorded many positive changes, especially for the first time being in the top 10 provinces and cities with the highest GRDP growth rate in the country with an increase of 9.39%. Tourism continued to be a bright spot, with more than 3.4 million visitors in 6 months - an increase of 71% over the same period. Revenue from tourism reached more than 6,300 billion VND, playing an important role in the service economic structure. The processing and manufacturing industry also recorded strong growth, contributing greatly to the city's industrial production index (up 17.5%).

Hue City has actively removed difficulties for businesses, prioritizing resources for key projects. Notably, the disbursement rate of public investment capital reached over 67%, among the highest in the country. Regarding administrative reform, Hue continues to maintain its position in the top group nationwide.

One of the notable milestones is the official operation of the two-level local government model from July 1. The city has rearranged 133 commune-level administrative units into 40 new units, streamlining 30% of specialized agencies under the People's Committee. The commune-level public administration system has been put into operation simultaneously, with the rate of online file processing reaching nearly 88%.

However, the city leaders also frankly pointed out many difficulties, especially in the fields of traditional industry, public investment and implementation of the National Target Program. Some projects encountered legal obstacles due to the delay in issuing the Decree guiding the 2025 Bidding Law; and the capital of the National Target Program decreased.

Chairman of the City People's Committee Nguyen Van Phuong briefly reported on the city's socio-economic situation in the first 6 months of the year.

Mr. Nguyen Van Phuong said that in the coming time, Hue will continue to focus on supporting and promptly removing difficulties and obstacles for production and business activities, import-export activities and the real estate market; focus on monitoring and urging the disbursement of public investment capital, striving to disburse 100% of the plan assigned by the Prime Minister; improve the investment and business environment, develop enterprises; and effectively implement the 2-level local government model.

At the meeting, the People's Committee of Hue City also proposed that the Government consider supporting many large projects such as National Highway 49F connecting Phong Dien port to Hong Van border gate (total capital of 5,500 billion VND), resettlement areas serving the North-South high-speed railway (1,500 billion VND), adding 60.6 billion VND of capital to the National Target Program for Sustainable Poverty Reduction; consider and decide to transfer surplus and unused land and headquarters to local management and use to avoid waste and effectively use public assets; request the Government to pay attention to directing relevant ministries and branches to soon issue documents guiding localities to support in removing obstacles for non-budget projects in the area.

Removing obstacles, ready for new development stage

Representatives of central ministries and branches acknowledged the locality's efforts in promoting growth, disbursing public investment and improving the investment and business environment. Leaders of the ministries highly appreciated Hue's proactive efforts in removing obstacles in project implementation, promoting decentralization, digital transformation and building an effectively operating two-level local government.

Many of the city's proposals have been acknowledged by the Ministries and they have committed to consider and support them within their capabilities. Among them, some key proposals such as the National Highway 49F project, the North-South high-speed railway, and capital allocation for national target programs are considered practical and need to be calculated for investment efficiency.

Concluding the working session, Deputy Prime Minister Nguyen Hoa Binh praised Hue's proactive spirit in implementing the Party's major policies, especially the deployment of the 2-level local government model. The reorganization and streamlining of the apparatus was carried out drastically, the reduction rate of focal points was among the highest in the country, basically ensuring the staff team is suitable for the requirements of operating the new apparatus.

The Deputy Prime Minister also acknowledged that the city has had many successes in promoting public investment, ready to implement key national projects. The preservation and promotion of cultural heritage values, and the organization of Hue Festivals have left a clear mark.

However, Mr. Nguyen Hoa Binh also noted some shortcomings, especially the progress of implementing the 3 National Target Programs, the disbursement rate is lower than the national average. Regarding development orientation, the Deputy Prime Minister suggested that Hue continue to thoroughly grasp the spirit of the Central Resolution on private economic development, proactively mobilize resources in society and among the people, and avoid over-reliance on public investment. In addition, the city needs to think and act to create new development milestones, long-term, to meet higher growth requirements, including the goal of striving to achieve a growth rate of over 10% in the next term.

The Permanent Deputy Prime Minister also emphasized the requirement to effectively operate the two-level government model, with a streamlined apparatus to serve the people well.

Regarding preparations for Party congresses at all levels, Deputy Prime Minister Nguyen Hoa Binh welcomed Hue for being on schedule, striving to complete the commune-level congress in the first half of August, ahead of the Central Government's regulations. Immediately after that, it is necessary to urgently prepare for the city-level congress with high requirements on documents, personnel work, clear, substantial and action-oriented development orientation.

Deputy Prime Minister Nguyen Hoa Binh emphasized that the remaining time of the term is a key period for Hue to focus on creating economic breakthroughs, while establishing orientations and mobilizing development resources for the new period. In addition to promoting existing strengths, Hue needs to proactively seek new growth drivers, especially in the fields of science, technology, innovation and digital transformation to affirm its position as a centrally-run city.

Regarding the recommendations, Deputy Prime Minister Nguyen Hoa Binh suggested that the city should carefully evaluate the investment efficiency of each project to decide on appropriate investment and remove difficulties in the implementation process. Particularly with the North-South high-speed railway project, Hue was welcomed to proactively deploy the component projects early, demonstrating the spirit of being proactive and anticipating. Mr. Nguyen Hoa Binh also emphasized that the current major policies of the Central Government are all aimed at comprehensive and sustainable development, including ensuring the quality of education for children in remote and isolated areas.

Receiving the direction of Permanent Deputy Prime Minister Nguyen Hoa Binh, Secretary of the City Party Committee Le Truong Luu affirmed that Hue pays special attention to effectively operating the 2-level local government model. The city continues to focus on ensuring expertise and professionalism for its staff, meeting the requirements of state management in the new period.

Regarding preparations for Party congresses at all levels, Secretary of the City Party Committee Le Truong Luu said that the Standing Committee of the City Party Committee has resolutely directed the drafting of documents and carefully prepared for the City Party Congress, ensuring progress and quality.

Regarding socio-economic development projects, City Party Secretary Le Truong Luu emphasized that the city is always proactive in removing difficulties, considering this a key task to create a driving force for large and sustainable growth in the coming time.
