To create a joyful and exciting atmosphere among the people, contributing to promoting the spirit of solidarity and belief in the leadership of the Party and the State, the Provincial People's Committee agrees with the proposal of the Department of Culture, Sports and Tourism on organizing an art program and fireworks display to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).

Accordingly, the Department of Culture, Sports and Tourism presides over the organization of the art program: Time from 20:00 - 21:00 on September 2, 2025 (Tuesday), location at Nguyen Van Linh Square, Pho Hien Ward and Ky Ba Park, Tran Lam Ward; The People's Committees of Pho Hien and Tran Lam Wards preside over and coordinate with the Provincial Military Command and the Provincial Police to develop a plan to organize fireworks display after the end of the art program. Time: 21:00 on September 2, 2025 (Tuesday). Location at Nguyen Van Linh Square, Pho Hien Ward and Ky Ba Park, Tran Lam Ward.

The Provincial People's Committee directed the Department of Culture, Sports and Tourism to preside over and coordinate with relevant departments, branches and units to develop a plan to organize the program; guide units to implement the procedures and processes for fireworks display to ensure compliance with current regulations.

The Provincial People's Committee assigned the People's Committees of Pho Hien and Tran Lam wards to socialize the cost of organizing fireworks displays; coordinate with fireworks suppliers and settle payments according to regulations, without any backlog or debt. Closely coordinate with the Provincial Military Command and the Provincial Police to develop a plan for transporting and organizing fireworks displays after the end of the art program to ensure absolute safety in all aspects.

The Provincial Military Command and the Provincial Police closely coordinated with the Department of Culture, Sports and Tourism; the People's Committees of Pho Hien and Tran Lam wards to develop a plan to organize an art program and fireworks display to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam. Directed units to mobilize forces to ensure security and order, absolutely protect the safety of the art program and fireworks display at the venues; develop fire prevention, firefighting and rescue plans; ensure absolute safety during the organization process. The Department of Health organized forces and ambulances on standby to promptly handle situations that may arise during the event.

Relevant departments, branches and units, based on their assigned functions and tasks, closely coordinate with the Department of Culture, Sports and Tourism; People's Committees of Pho Hien and Tran Lam wards in the implementation process.
