Expanding development space
In the period of 2020 - 2025, the province has created a completely new industrial face. If previously industrial parks (IPs) were only concentrated in a few districts, now the development map has covered the whole province. With 11 IPs and 26 new industrial clusters (CCNs) established in the term of 2020 - 2025, the total number of operating IPs to 21, with an area of nearly 5,500 hectares, along with 75 CCNs with an area of more than 4,000 hectares. According to Mr. Do Van Ve, Chairman of the Provincial Business Association: "The rapid planning and implementation of industrial parks and industrial clusters has created space for the industry to develop in a concentrated, synchronous, modern and diverse manner, while meeting the space needs of both billion-dollar FDI projects and domestic small and medium enterprises. A notable point is the change in planning thinking. New industrial parks do not just stop at building infrastructure for factories but are shaped according to the model of connecting industry - urban - service. Lien Ha Thai, Hung Phu, Yen My, Thang Long II... have become attractive investment destinations in recent times thanks to green - clean - smart infrastructure, leading the trend of green industry and circular industry. This is a shift from breadth to depth, enhancing the competitiveness of the locality on the national industrial map". Scientific planning, clean land fund and long-term vision have helped the province proactively welcome capital flows, turning geographical advantages into breakthrough driving forces. Thus, the planning not only expands the area but more importantly, has created a solid position for the province in the race to attract investment among provinces in the Red River Delta.
Strong investment attraction
The attractiveness of industry is clearly shown through the increasingly strong investment capital flow into the province. In just 8 months of 2025, the province attracted 232 new projects and 194 projects with increased capital, with total newly granted and additional investment capital reaching 119,299 billion VND and 1.554 billion USD. Up to now, the whole province has 3,908 valid projects, of which 898 are FDI projects with a total capital of 16.23 billion USD - a figure showing that the province has become a leading destination for global corporations. The strong flow of FDI capital and high-tech projects marks a new breakthrough in investment attraction. This is the period when the province has risen to the leading group in the country in attracting FDI. The presence of "big guys" in the fields of electronics, precision mechanics, and clean energy not only increases the value of industrial production but also brings the province into the global supply chain. This success is associated with the mark of strategic infrastructure investors. Typically, Lien Ha Thai Industrial Park developed by Green i-Park Joint Stock Company has quickly become a symbol of green industry, attracting more than 30 FDI projects with a total capital of 1.6 billion USD after 4 years of implementation. Or Pho Noi A Industrial Park, thanks to the advantage of expressway connection, in just 8 months of 2025, there were 5 more projects with registered capital of nearly 30,000 billion VND and 1.236 billion USD. These figures show the attraction of synchronous infrastructure, and at the same time affirm the trust of investors in the province's business environment.
Another highlight is the government's support for businesses. Shortening the time to process procedures, promoting administrative reforms, and applying digital technology in licensing and investment registration has helped Hung Yen make a breakthrough in the PCI index, entering the Top 10 nationwide for the first time in 2024. This is the "soft key" in addition to the "hard" infrastructure, creating a superior competitive advantage.
Diversified resources
The open development space and strong investment attraction have made the business community strong and diverse. In just 5 years, the province has granted new certificates to 4,813 enterprises, an increase of 75.3% over the same period; bringing the total number of enterprises to 34,501, along with 8,227 branches, offices, and business locations, with a total registered capital of nearly 600,000 billion VND. This is a large force, creating a multi-layered "ecosystem" of enterprises, from multinational corporations to domestic private enterprises, from large-scale industries to small-scale industries and craft villages. That business community has been creating hundreds of thousands of jobs, increasing the average income for workers. Industrial development has shifted the labor structure from agriculture to industry - services, leading to accelerated trade, logistics, and urbanization. People directly benefit from job opportunities, education services, healthcare, urban infrastructure - all of which contribute to improving the quality of life. Comrade Vu Kim Cu, Member of the Provincial Party Standing Committee, Head of the Provincial Economic Zone Management Board, emphasized: The convergence of large investors such as Green i-Park, Geleximco, VSIP, Greenworks, Kyuden, Lotes... not only creates large investment capital but also forms a strong business community, capable of turning the province into a modern industrial - urban center of the Red River Delta. Diversifying resources also means increasing resilience to fluctuations in the world economy. When many industries develop together, from electronics, mechanics, textiles to energy and logistics services, the provincial economy does not depend too much on one sector, thereby creating long-term stability and sustainability.
Looking back over the past period, it is clear that, in addition to bringing modern industrial parks and clusters or huge investment capital, the industry has created a comprehensive boost for the province's socio-economic life. Entering a new phase, with a foundation and aspiration for development, industry will continue to be a solid "runway" for the province to "take off", rise strongly, worthy of the position of a dynamic industrial center of the Red River Delta.
