Towards the 1st Congress of Bac Binh Commune Party Committee, term 2025-2030: Bac Binh puts people in the main position

Formed from the merger of 4 communes and towns including Cho Lau, Phan Hoa, Phan Hiep and Phan Ri Thanh with 51,344 people, in which Kinh and Cham people live together, Bac Binh commune has many advantages and challenges.

Moving to agricultural economic development

Last year's crop, the "smart" rice farming model implemented by the Provincial Agricultural Extension Center in 11 Cham households in Phan Hoa commune (old) attracted a large number of farmers in the commune and other places. The eagerness to see with their own eyes, touch with their own hands, and hear with their own ears about the smart rice production method with the method of sowing seeds much more sparsely than the traditional one said a lot. It was not only about learning to apply planting to reduce costs and gain high profits; and receiving additional funds from selling carbon credits, but also showing that farmers in the Bac Binh area wanted to change production to be more economically efficient. It was also a testament to the shift in thinking from agricultural production to agricultural economic development.

Previously, the story of intercropping rice and lotus in low-lying rice growing areas with a lot of water such as Phan Hoa, old Phan Ri Thanh, according to the price of rice and lotus seeds, showed the creativity and flexibility of farmers. Before that, farmers also switched from rice growing areas with less water to growing dragon fruit... And now, the application of science and technology in production, the use of new rice varieties, and fruit trees with high economic value have also increased in Bac Binh commune.

All of this shows that each transformation brings different results, but it must be recognized that Bac Binh commune has a very large total cultivated area. This is an advantage, especially since a few years ago, the commune's area is no longer a thirsty area for irrigation. This is also the basis for attracting investment, increasing budget revenue, and for the construction of new rural areas and civilized urban areas in old communes and towns to achieve the planned results, up to now.

Notably, the infrastructure in many fields has changed and improved to meet the criteria required by a new rural commune and a type V urban area. Thanks to that, it has created favorable conditions for the circulation and transportation of goods, serving production and the living needs of the people in the commune. Notably, in addition to the state investment capital for a series of projects, there are also contributions from the people. For example, the old Phan Hoa commune, where a large number of Cham people are concentrated, in the past term, attracted nearly 22.3 billion VND in investment to develop socio-economic infrastructure, of which capital from the central budget is nearly 2.6 billion VND, the provincial budget is more than 14.9 billion VND, other state capital and people's contributions are 4.8 billion VND...

Notably, not only income, but also contribution is the owner. Through monitoring projects and participating in a series of models in various fields built by Front organizations and unions, Bac Binh people have more information and knowledge in many aspects to improve their capacity to be owners.

From culture creates economy

Of the commune's more than 51,000 people, about 36% are Cham people concentrated in Phan Hoa and Phan Hiep communes. In fact, the religious issue in this area still has hidden factors that need more attention. And at the same time, there is no place like Bac Binh commune, when there are many historical relics of communal houses, religious worship facilities reaching from provincial to national level spread throughout the commune.

From here, a special and bustling community is created, especially during festival seasons such as Kate, Ramưwan... lasting from the end of the year through the Lunar New Year to January of the following year. People here strictly adhere to the preservation of cultural heritage, preserving this cultural identity and tradition. They also maintain and promote cultural traditions in their families, clans and communities. Up to now, Bac Binh commune confidently affirms that it has eliminated backward customs in the area...

This is considered an attractive land, with an inherent attraction from its unique culture that any tourist wants to explore. This is also a spiritual tourism that needs the support of the functional sector in connecting similar points in the province, in inviting travel businesses to exploit it into tours. In fact, this is just a matter of time, especially in the trend of preserving unique features, while Cham culture has not ceased to be attractive. Meanwhile, Bac Binh commune is in a central location with National Highway 1A, expressway, high-speed railway passing through; has a smooth traffic system. There are also 2 pottery and rice paper craft villages. There are many OCOP products...

In fact, the main factors for attracting and inviting people mostly come from the people. But the decision to achieve the desired results set out in the first congress of the commune: "Promoting potential and advantages, inviting and attracting investors with socio-economic development projects, developing ethnic minority areas" depends on the policies and qualifications of the commune's staff. And ultimately, it is all related to culture in general.

That is the reason why the Party Committee of Bac Binh commune determined the guiding viewpoint: "Taking agricultural development as the focus of the economy; developing trade and services as the driving force; developing industry and handicrafts as a breakthrough to improve the efficiency, competitiveness and sustainability of the local economy. Closely and harmoniously combining economic development with culture and society, ensuring national defense and security; at the same time protecting resources and the environment and proactively responding to climate change".

From here, the commune will achieve targets such as striving for an average income per capita of 77 million VND/person/year by 2030; by the end of 2030, the multidimensional poverty rate will decrease to 0.3%...

The biggest difficulty and challenge in the coming time is that the agricultural sector still accounts for a large proportion in the economic development of the commune. Therefore, Bac Binh determined to continue to promote the role of the people as masters, first of all in their fields through providing knowledge for the application of science and technology, for effective crop conversion and increasing the value ratio of agricultural products according to GAP standards and equivalent. Gradually guide farmers to focus on managing agricultural production to develop in the direction of agricultural economy.
