Towards a driving role in the global semiconductor value chain

Opportunity to break into the global value chain

Semiconductors are affirmed to be one of the strategic technology industries, playing the role of “backbone” for the digital economy , AI and industry 4.0. Together with photonics, this field not only opens up new development space but also brings opportunities for Vietnam to participate more deeply in the global value chain.

Mr. Luong Nguyen Minh Triet, Chairman of the People's Committee of Da Nang City, said that semiconductor chip technology is identified as one of 11 strategic technology fields of Vietnam, focusing on strategic technology products including specialized chips, AI chips and IoT chips. Da Nang has issued a project to develop semiconductors - AI, aiming to become one of the three leading centers in the country, training at least 5,000 high-quality human resources, forming dozens of businesses and startups. "After a year of launching, the city has made clear progress in policy, infrastructure, human resources and investment attraction," Mr. Triet affirmed.

Similarly, according to Dr. Le Thai Ha, Executive Director of VinFuture Fund, Da Nang's ecosystem has rapidly expanded from 8 design companies to 25 enterprises, while many modern laboratories and training programs have been deployed, creating a foundation for breakthroughs. Dr. Le Thai Ha emphasized that semiconductors and photonics are two core technologies of digital transformation and industry 4.0, and Vietnam has many advantages, from a young workforce to government support and international cooperation to participate deeply in the global value chain.

“Vietnam will not only become an important link but can also be a driving force in the regional and global semiconductor value chain,” Dr. Le Thai Ha affirmed.

US Ambassador to Vietnam Marc E. Knapper affirmed that the semiconductor industry is the foundation of the modern global economy, promoting technological innovation and the 4.0 industrial revolution. He said that Vietnam, especially Da Nang, is in a favorable position to participate deeply in this value chain thanks to its fast-growing economy, strategic location, increasingly high-quality workforce and clear leadership vision.

Creating a breakthrough platform from infrastructure and human resources

To build a sustainable ecosystem, US Ambassador to Vietnam Marc E. Knapper said that Vietnam needs to prioritize a transparent legal framework and intellectual property protection – a key factor to attract international technology corporations. The Ambassador emphasized that the United States is ready to accompany through STEM education cooperation, university-research institute connections and promoting business investment expansion. The combination of a high-quality education foundation and a stable legal environment will be the key for Vietnam to affirm its position in the global semiconductor value chain.

Associate Professor Dr. Vu Hai Quan, Director of Ho Chi Minh City National University, proposed that it is necessary to soon implement a large-scale training program, not only to create new human resources but also to convert the team of engineers in the near-industry to semiconductors, in order to quickly meet the demand for high-quality human resources. This is a shortcut to catch up with the global human resources trend.

Dr. Nguyen Thi Bich Yen, expert of the Institute of Electrical and Electronics Engineers, Senior Expert of SOITEC (USA), said that Vietnam needs to focus on training human resources associated with global trends such as advanced packaging and photonic integration - directions that determine the performance and competitiveness of new generation chips. Dr. Nguyen Thi Bich Yen also recommended building a priority mechanism to attract large enterprises in the semiconductor field to invest in Vietnam, creating a "push" for the young ecosystem.
