Conclusion of many violations at the Department of Education and Training of Bac Lieu

The Chairman of the People's Committee of Bac Lieu province (now Ca Mau province) concluded many violations at the Department of Education and Training and at Bac Lieu High School for the Gifted.

On July 6, the Department of Education and Training of Ca Mau province held a working session, announcing the conclusion of the Chairman of the People's Committee of Bac Lieu province (now Ca Mau province) on the denunciation of Mr. Nguyen Van Thuyet against the Department of Education and Training of Bac Lieu province (now the Department of Education and Training of Ca Mau province).

According to the accusation, in 2016, the Department of Education and Training of Bac Lieu province issued a decision to transfer civil servant Nguyen Van Thuyet (teacher of Bac Lieu Specialized High School) to work at Bac Lieu High School, which was against regulations.

The reason was explained by the Department because Bac Lieu High School for the Gifted evaluated Mr. Thuyet as average for two consecutive years according to the professional standards of high school teachers.

The People's Committee of Bac Lieu province concluded that the transfer of teachers who have been ranked average in terms of professional standards for teachers for two consecutive years from specialized schools must consider the results of the two school years 2014-2015 and 2015-2016. The Department of Education and Training based on the results of the two school years 2013-2014 and 2014-2015 (is) not in accordance with regulations.

In addition, in the meeting to evaluate and reclassify the professional title standards of the IT, physical education, national defense and security education group, Mr. Thuyet was ranked excellent by the evaluation group, but then the school principal downgraded Mr. Thuyet's ranking from excellent to average without the required evidence. The reasons given were emotional, one reason deducted points for many criteria.

This shows that the principal of the specialized high school did not evaluate the professional standard classification results for Mr. Thuyet objectively.

The Principal of Bac Lieu Specialized High School (at the time of the accusation) showed signs of bullying teachers, taking advantage of his position and power to commit acts against regulations, violating Clause 1, Article 6 of the regulations on teachers' ethics issued together with Decision No. 16/2008 of the Minister of Education and Training .

In addition, the Chairman of the People's Committee of Bac Lieu province also concluded that the content of the accusation that the Department of Education and Training of Bac Lieu province in 2016 transferred two teachers to Bac Lieu Specialized High School without passing the entrance exam was inconsistent with the official dispatch of the Chairman of the People's Committee of the province in response to Mr. Thuyet's accusation.

Another complaint by Mr. Thuyet about the Department of Education and Training contracting and arranging for Mr. Duong Tien Dat to teach from 2003 to 2011 without having a secondary, college, or university degree in pedagogy, the People's Committee of Bac Lieu province concluded that this was in violation of the regulations in Decision No. 23 of 2000 of the Ministry of Education and Training on promulgating high school regulations.

According to the conclusion, the Chairman of the People's Committee of Bac Lieu province authorized the Director of the Department of Home Affairs to organize the implementation of the conclusion of the denunciation, and at the same time advise, propose and recommend measures to correct violations (including the withdrawal of documents issued in violation of regulations).

Assign the Department of Home Affairs and the Department of Education and Training, according to assigned tasks and prescribed procedures, to proactively coordinate with competent organizations and individuals to organize the review and clarification of responsibilities, nature and level of violations of each collective and individual under the Department of Education and Training and take disciplinary action against the leaders of the Department of Education and Training of Bac Lieu province and the principal of Bac Lieu Specialized High School (at the time of the violation).

Speaking to Tuoi Tre Online after the meeting, Mr. Nguyen Van Thuyet said that the leaders of the Department of Education and Training of Ca Mau province had apologized to him. For his part, he suggested implementing the next steps in accordance with the spirit of the conclusion of the Chairman of the People's Committee of Bac Lieu province.
