The congress was attended by 400 official delegates, who are representative of the intelligence and mettle of more than 102,000 party members of the entire provincial Party Committee.

Speaking at the opening of the Congress, on behalf of the Presidium, Comrade Vo Trong Hai, Chairman of the People's Committee of Ha Tinh province, emphasized that in the past term, Ha Tinh had both advantages and had to face numerous difficulties and challenges, especially the complicated fluctuations of the world situation and the severe and prolonged impact of the COVID-19 pandemic. However, with the resilience, solidarity and aspiration to rise up, the Party Committee, government, army and people in the province have made great efforts, turning challenges into driving forces, successfully controlling and controlling the epidemic, while focusing on recovering and promoting socio-economic development. The province not only successfully completed the Resolution of the 19th Party Congress but also proactively and resolutely effectively implemented the major and breakthrough policies of the Central Government on streamlining the organizational apparatus, arranging administrative units, and building a two-level local government model; thereby arousing a profound revolutionary movement, creating quite comprehensive achievements, leaving many outstanding marks.

With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Ha Tinh Provincial Party Committee demonstrates high political determination for the period 2025 - 2030, oriented to 2035, vision 2045: "Building a clean and strong Party and political system; promoting the tradition of solidarity, cultural values, people and high-quality human resources; innovation, comprehensive, fast and sustainable development."

Arousing new spirit and new motivation with 5 key tasks and 3 breakthroughs

Presenting the Political Report of the 20th Provincial Party Congress, Ha Tinh Provincial Party Secretary Nguyen Duy Lam said: In the 2020-2025 term, the work of building the Party and the political system has achieved many important, comprehensive and outstanding results. The political mettle, intelligence, leadership capacity and fighting strength of the Party organization and the contingent of cadres and Party members have been significantly improved. The work of protecting the Party's ideological foundation has had many positive changes. The movement to study and follow Ho Chi Minh's ideology, morality and lifestyle has been widely deployed, becoming routine, and increasingly becoming a regular activity of every cadre and Party member. Cadre work has received focused attention; the work of arranging and organizing the political system apparatus has been deployed drastically and synchronously, ensuring streamlining, smooth operation, effectiveness and efficiency.

The economy continues to maintain growth momentum, averaging 6.4%/year; the economic scale reaches 126,000 billion VND, 1.5 times higher than at the beginning of the term; GRDP per capita is 94 million VND. The economic structure is shifting in the right direction; budget revenue for the 2021 - 2025 period is estimated at 88,500 billion VND, 1.6 times higher than the previous period, the proportion of domestic revenue is increasingly higher.

Industrial production continues to be the main driving force, growing by nearly 7% per year; many large-scale projects are being implemented such as Vung Ang II Thermal Power Plant, Bac Thach Ha Industrial Park (VSIP), Vinhomes Vung Ang, battery and electric car factories, etc. Agriculture maintains growth of over 3% per year, food output is nearly 670,000 tons; effective organic agricultural models are being formed; forest area with sustainable management certification is among the highest in the country. The service industry recovers quickly after the Covid-19 pandemic, growing by nearly 7% per year; tourism infrastructure is being invested in, the number of visitors has increased over the years; the private economy has developed quite well, with nearly 6,500 newly established enterprises, 2.3 times higher than the previous period. The cultural and social sectors have achieved many important results; education and training have maintained comprehensive quality, key education has achieved high results, many students have won international awards; the rate of national standard schools is over 88%. The Political Report presented to the Congress for the 2025 - 2030 term sets out the viewpoints, goals, tasks and main solutions for the 2025 - 2030 term; in which the viewpoint is rapid and sustainable development on the basis of modern industry, high-quality services and smart agriculture; taking industry as the pillar, Vung Ang Economic Zone as the driving force for growth, associated with the development of marine economy, seaports, renewable energy, manufacturing and processing, logistics. Growth must go hand in hand with environmental protection, climate change adaptation, green economic development, circular economy, etc.

The report sets out the goals and 31 specific targets such as: The average rate of party members admitted annually strives to be at least 3% of the total number of party members; annually over 90% of affiliated party organizations complete their tasks well or better; annually over 90% of party members complete their tasks well or better.

In terms of economy and society, the average growth rate of gross regional domestic product (GRDP) is from 10% or more; the average GRDP per capita by 2030 will reach 168 million VND; the average income per capita by 2030 will reach 80 million VND; the human development index (HDI) by 2030 will strive to reach 0.76; by 2030, over 90% of kindergartens, primary schools, junior high schools, over 80% of public high schools and at least 80% of vocational training institutions will meet national standards...

The report outlined five key tasks, including: Strengthening the building of a clean and strong Party and political system; Effectively mobilizing all resources to implement strategic and breakthrough orientations, including: "one driving center", "three economic corridors", "four key industries", "three urban areas"; Focusing on developing steel production and post-steel processing and manufacturing industries; new industries, high technology, green technology. Promoting the development of high-tech, organic agriculture, circular and smart economy associated with the restructuring of the rural economy. Developing the marine economy, focusing on tourism, services, and logistics associated with the deep-water seaport of Vung Ang - Son Duong; Promoting the cultural values and people of Ha Tinh, celebrities, and heritages honored by UNESCO. Continuing to synchronously and comprehensively innovate the education and training system; developing human resources, especially high-quality human resources. Improving the quality of work to protect and care for people's health; Effectively implement the strategy to protect the Fatherland and ensure national security in the new situation. Promote and improve the effectiveness of foreign affairs and international integration.

Three breakthroughs include: Promoting digital transformation on three pillars of building digital government, developing digital economy, promoting digital society and public administration, ensuring effective service to people and businesses; Focusing on developing, attracting and making use of high-quality human resources; building a team of cadres, especially grassroots cadres with prestige, theoretical level, practical capacity, decisive and effective actions, meeting development requirements in the new situation; Developing synchronous and modern infrastructure, attracting strategic investment projects, focusing on large-scale industrial zones and clusters, logistics, traffic connecting economic zones, industrial parks, tourism, border gates with the national transport system; infrastructure of high-speed railway station areas (according to the TOD model). Building and expanding Vung Ang Economic Zone to become an industrial - energy - seaport - logistics center of the region and the whole country...
