Attending the Congress were comrades: Nong Duc Manh - former General Secretary of the Party Central Committee; Nguyen Minh Triet - former Politburo member, former President; Nguyen Sinh Hung - former Politburo member, former Chairman of the National Assembly; Nguyen Thi Kim Ngan - former Politburo member, former Chairman of the National Assembly; Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; and comrades of the Party Central Committee: Nguyen Quang Duong - Deputy Head of the Central Organizing Committee; Nguyen Dac Vinh - Chairman of the National Assembly's Committee for Culture and Social Affairs; Thai Thanh Quy - Deputy Head of the Central Strategic Policy Committee; Le Thi Thuy - Deputy Secretary of the Government Party Committee; Ha Thi Nga - Vice Chairman of the Central Committee of the Vietnam Fatherland Front; Le Quoc Minh - Editor-in-Chief of Nhan Dan Newspaper; Bui Quang Huy - Vice Chairman of the Central Committee of the Vietnam Fatherland Front, First Secretary of the Central Executive Committee of the Ho Chi Minh Communist Youth Union.
Also attending the congress were former leaders of Nghe An province through the periods; veteran revolutionaries, Vietnamese Heroic Mothers, Heroes of the Armed Forces; and representatives of leaders of a number of business groups.
On the side of the neighboring province, there were representatives of the Standing Committee of Thanh Hoa Provincial Party Committee, Ho Chi Minh City, and Quang Tri.
On the side of Nghe An province, there were comrades: Nguyen Duc Trung - Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; and 500 official delegates representing more than 200,000 party members in the entire Provincial Party Committee attending the Congress.

With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the 20th Congress of Nghe An Provincial Party Committee, term 2025-2030 with the theme: "Building a clean and strong Party organization and political system; comprehensive innovation, breakthrough development, striving to turn Nghe An into a fairly developed province, a national growth pole in the new development era".
The Presidium of the Congress
Before entering the official opening session, the Congress listened to Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu report on the results of the Congress's preparatory session held on the afternoon of October 1.
Provincial Party Secretary Nguyen Duc Trung delivered the opening speech at the Congress.
Speaking at the opening of the Congress, on behalf of the Presidium, Secretary of the Provincial Party Committee Nguyen Duc Trung said: In recent days, storm No. 10 combined with heavy rain and floods over a large area has severely affected Nghe An province and neighboring provinces, causing loss of life and property. The Congress would like to express our deepest sympathy and condolences to the families whose relatives were lost, injured, or suffered property damage, and send our warmest regards to all the people in the affected areas.
Provincial Party Secretary Nguyen Duc Trung affirmed: Looking back at the past term, inheriting the results and achievements of previous terms and the great achievements in nearly 40 years of national renovation; the Party Committee, Government and People of Nghe An have always Promoting the tradition of solidarity, dynamism, creativity, striving to overcome difficulties and achieving many important and comprehensive results in all fields. The economy continues to maintain a good growth rate, culture and society have achieved many new achievements. National defense, security, order and social safety are maintained. Foreign affairs, integration, international cooperation and regional connectivity are strengthened. The work of building and rectifying the Party and the political system has achieved many important results. Those results are proof of the strength of solidarity, the aspiration to rise up, and the resilient will of the entire political system , the entire people and the business community of the province .
However, we also frankly admit that the province's development process still has many limitations, shortcomings and bottlenecks. Those limitations have been seriously pointed out by the Provincial Party Executive Committee in the documents submitted to the Congress ; requiring this Congress to promote the spirit of self-criticism, seriously review, comprehensively evaluate, draw lessons, and propose tasks and breakthrough solutions for Nghe An to develop faster and more sustainably .
Delegates attending the Congress The Provincial Party Secretary said: The goals of the Provincial Party Committee in the 2025 term - 2030 is : " Building a clean and strong Party organization and political system ; comprehensive innovation, breakthrough development, striving to turn Nghe An into a fairly developed province with national growth in the new era of development . "
The Provincial Party Secretary requested that each delegate should uphold the sense of responsibility, concentrate their intelligence, research, discuss, and contribute opinions and propose appropriate solutions . In particular, focus on honestly and objectively assessing the situation and results of the implementation of the Resolution of the 19th Provincial Party Congress, term 2020 - 2025; propose directions, goals, tasks and solutions for the term 2025 - 2030; Discuss and make practical and quality contributions to the draft documents submitted to the 14th National Congress of the Party. Along with that, wisely choose to elect the Provincial Party Executive Committee for the new term.
