According to the report of the Ministry of Construction , the plan approved in Decision No. 1777/QD-TTg dated November 11, 2020 determines the simultaneous exploitation model for two airports under the coordination of the state. Specifically, Long Thanh International Airport will take on the role of the main international gateway airport, operating 80% of international flights and 10% of domestic flights. For international routes, Long Thanh International Airport will serve all routes of 1,000km or more, other routes will be selected by the airline. Domestically, this airport is expected to transport 10-12% of the output on the Hanoi/Da Nang - Ho Chi Minh City route.
Tan Son Nhat International Airport will handle 20% of international flights and 90% of domestic flights. International routes at Tan Son Nhat will be routes under 1,000km, focusing on markets such as Thailand, Cambodia and Laos, accounting for about 15 - 17% of total international operations to the Ho Chi Minh City area.

The international-domestic exploitation ratio at each port will be actively coordinated by the State in each period and the division criteria will be reviewed after the first 5 years of actual exploitation.
According to the Ministry of Construction, during the preparation for operation, Vietnam Airports Corporation (ACV) hired an international consultant, the Incheon Airport Joint Venture (IAC Consultant). IAC Consultant has researched and proposed another option, which is to transfer all regular international flights from Tan Son Nhat International Airport to Long Thanh International Airport. The goal of this option is to facilitate management, optimize resources and develop Long Thanh into a major transit airport in the region.
However, based on this recommendation, the Ministry of Construction has directed the Civil Aviation Authority of Vietnam (CAAV) and ACV to conduct thorough research and evaluation, and refer to practical experiences from international airport pairs around the world such as Incheon - Gimpo (Korea) or Narita - Haneda (Japan). A broad consultation process has been organized, including seminars and dialogues with domestic and foreign experts, airlines, logistics enterprises and international organizations such as the International Air Transport Association (IATA), while listening to the opinions of the people and public opinion.
After the research and consultation process, the Civil Aviation Authority of Vietnam and ACV agreed to report to the Ministry of Construction to select the exploitation division plan as the initial target of the approved project. The Ministry of Construction affirmed that good preparation for the exploitation of Long Thanh International Airport is an important step, including organizing effective exploitation between the two airports, especially the transfer roadmap to ensure investment efficiency from the very beginning.
