At 8am this morning, storm No. 10 was about 700km from Da Nang city.
In Quang Ninh, following the direction of the province, the Provincial Military Command, the Provincial Police, and forces of Military Region III stationed in the area have mobilized human resources, vehicles, and equipment to be ready at locations according to the coordination plan. The Provincial Border Guard organized the firing of 12 flares to call for ships from the evening of September 26 and continued to do so until the last news of the storm was received. 109 passenger ships and 370 tourist ships were informed about the storm and were ready to take shelter when ordered.
Currently, there are no tourists in the island tourist areas. Fishing boats have also been informed about the storm. The capacity of large reservoirs in the area has reached about 89% of the design capacity. The reservoirs are operating normally, the reservoir management unit organizes on-site monitoring and regulation to ensure safety when the rain continues. Along with that, the Coal industry has deployed solutions to prevent and combat heavy rain at 42 projects in operation; ready means and human resources to support localities when requested.
Faced with the complicated developments of storm No. 10, Quang Ninh directed localities, sectors and functional forces to continue to inform and propagate about the storm developments on mass media so that people know and respond; check and review vulnerable locations, points at risk of landslides in the area, especially embankment works, structures on steep slopes, along waste dumps, proactively detect and handle incidents. Bai Chay Bridge will temporarily stop people and rudimentary vehicles from passing when there is wind above level 6; functional forces and localities will assign people to guard 24/24 hours at underground locations, traffic overflows, dangerous areas to prevent vehicles and people from passing when there is rain, floods and landslides.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha, Deputy Head of the National Civil Defense Steering Committee, emphasized: Storm No. 10 formed right after Storm No. 9, and it is forecasted that this will be a strong storm, moving very fast, sometimes reaching speeds of up to 40km/h. After passing through the Philippines, the storm did not weaken but increased in intensity and speed. Contrary to the rule of Storm No. 9, Storm No. 10 is heading straight towards our country and tends to move along the coast, with a forecasted very wide area of influence.
Deputy Prime Minister Tran Hong Ha requested: Localities must implement sea bans, control activities at sea, and guide ships that cannot reach shore in time to move out of the storm's affected area by 6 p.m. on September 27. Forecasting agencies continue to coordinate with relevant ministries and branches to closely monitor the storm's developments, determine the storm's landing time, affected areas, and storm circulation on land so that localities and people can proactively respond and protect people's lives and property. Localities coordinate with ministries and branches to continue reviewing vulnerable areas to take response measures; prepare forces, materials, means and equipment according to the 4-on-site plan; proactively take measures to ensure the safety of dams and reservoirs, and ensure smooth communication; absolutely do not be subjective or negligent in the face of unusual developments of the storm.
