Difficulties in developing high-tech agriculture

Currently, the whole province has 2,897.2 hectares of land for CNC agricultural production that meets the standards of the Ministry of Agriculture and Environment . Of which, 228 hectares are produced in greenhouses and net houses, with automatic or semi-automatic temperature, irrigation, nutrition management, and information technology monitoring...; the remaining area is for CNC agricultural production, with one or several stages in production applying technology, such as: using new varieties, technically advanced varieties, genetically modified varieties; using new farming methods and advanced production management processes in the direction of organic, VietGAP. The application of CNC in agricultural production has brought practical results, contributing significantly to increasing productivity and quality of agricultural products. According to the assessment of the agricultural sector, the application of CNC in cultivation brings an average profit of 2.5 to 3 times higher than conventional production.

However, the development of agricultural production applying CNC in the province still faces many difficulties, such as: land accumulation and concentration; large capital requirements for investment in building infrastructure systems and technological equipment; infrastructure systems serving CNC agricultural production are not yet synchronous; the work of calling for and attracting investment in agricultural production, linking production, and product consumption towards large-scale commodities and CNC application still faces many difficulties; The quality of labor in the agricultural sector is still low... According to Mr. Bui Thanh Hieu, Head of the Economic Department, Thanh Vinh Commune People's Committee: "The biggest difficulty in developing CNC agricultural products in the locality is that the agricultural land area is still fragmented and small. The investment cost for 1 hectare of greenhouses, net houses and CNC equipment in production is about 350 million VND. Meanwhile, people's lives are still difficult, especially in mountainous areas. The time for organizations, individuals and cooperatives to rent land is short, so it is difficult to attract businesses to invest in CNC agriculture, especially large businesses. Besides, linking production and consumption of agricultural products according to the value chain is still difficult, the market for CNC agricultural products is not stable, the price of products is not commensurate with product quality".

Faced with the above situation, to remove difficulties and obstacles, promote the development of CNC agriculture , the agricultural sector is actively coordinating with communes and wards to effectively implement policies to encourage land accumulation and concentration to develop large-scale agricultural production and CNC application in the province. At the same time, organize surveys, grasp difficulties and obstacles and propose adjustments, supplements and develop policy contents to suit local realities.

In addition, localities widely propagate to all classes of people about the role and identify the accumulation and concentration of land as a breakthrough in agricultural production both in the short and long term, an important step, a premise for applying CNC in production. Thereby, so that people no longer have doubts about losing land, keeping land leading to fragmentation, small scale; difficulty in applying science and technology, ineffective production but still not transferring or leasing land. Based on the natural conditions, key products and advantages of each locality, the agricultural sector builds a clean agricultural model, applying CNC associated with building brands and trademarks as a basis for widespread replication. Along with that, localities mobilize resources to invest in developing infrastructure for agricultural development to serve agricultural production applying CNC associated with new rural construction. In particular, focusing on innovation and development of appropriate forms of production organization, focusing on developing agricultural cooperatives, forms of cooperation, linking production and consumption of agricultural products according to the value chain; attracting, establishing new ones, calling on domestic and foreign enterprises to invest in agricultural production, especially direct investment in CNC agricultural production.
