According to reports from localities, after nearly 3 months of operating the two-level local government model, communes have operated the apparatus organization, assigned and arranged cadres, civil servants and public employees to work in departments and offices according to the principle of the right person, the right job, suitable to their capacity, professional qualifications and job position. The communes have successfully organized the 1st Party Congress for the 2025-2030 term; implemented the development of an Action Program to implement the Congress resolution. In addition, the communes have issued and focused on leading and directing the effective implementation of work programs and socio-economic development plans; political security, social order and safety, and traffic safety have been ensured. The Public Administration Service Centers of the communes operate smoothly, promptly handle administrative procedures, and do not cause trouble for people and businesses.

However, after nearly 3 months of operating the two-level local government model, localities are still facing some difficulties such as: Currently, the workload is large, a professional civil servant has to be in charge of many fields, job positions, many work contents, so the results of performing tasks are not high. The system of machinery and equipment serving professional work is still lacking and has not been equipped; infrastructure in some localities has been degraded. Project appraisal work is prolonged, due to having to adjust the budget, merge the commune level, and abolish the district level, leading to delays in project approval and implementation. In addition, communes are facing difficulties in implementing planning work, poverty reduction work and implementing national target programs.

At the meeting, the leaders of the communes made many recommendations, focusing on areas such as: Proposing the Provincial People's Committee to soon issue a document guiding professional contracts according to Decree 173/2025/ND-CP of the Government on labor contracts to perform the duties of civil servants, in order to support more specialized human resources for the locality. Soon issue a document guiding decentralization and delegation of authority on management of cadres under the Commune People's Committee. Proposing the province to direct relevant departments and branches to guide and remove difficulties in procedures and disbursement of capital for national target programs; support more resources for sustainable poverty reduction; pay attention to upgrading infrastructure systems, machinery, and equipment serving professional work; create favorable conditions to support localities in attracting and calling for investment resources, in order to effectively exploit available potentials and advantages, and promote local socio -economic development. In addition, the communes proposed some difficulties in implementing the commune master plan; construction investment work; land and environmental management.

Concluding the working session, Vice Chairman of the Provincial People's Committee Duong Mah Tiep acknowledged and highly appreciated the results achieved by the communes after nearly 3 months of operating the 2-level government; the communes have overcome difficulties, operated the operating apparatus and achieved initial results with the spirit of learning from experience while working. However, besides the results achieved, the communes still have some difficulties and limitations such as: Digitalization and interconnection have not been well implemented; some mechanisms and policies are still slow to be implemented; updating some directive documents of the Central and the province is still slow.
Regarding the tasks in the fourth quarter of 2025, Vice Chairman of the Provincial People's Committee Duong Mah Tiep requested the communes to closely follow the targets in each field to direct, operate, and complete the targets and plans assigned by the province. In particular, continue to enhance the sense of responsibility, promote the spirit of solidarity, proactiveness, and creativity in direction and operation; sectors need to develop plans and scenarios for deployment and implementation. Promote the implementation of investment, basic construction, and disbursement of public investment capital, especially disbursement of national target programs, determined to complete the assigned capital plan.
Besides, communes need to focus on reviewing and evaluating the performance of the apparatus after the reorganization, and at the same time pay attention to training and improving the capacity of cadres and civil servants to meet the requirements of tasks in the new situation.
Vice Chairman Duong Mah Tiep also requested the People's Committees of communes to advise the Party Committees and People's Councils to develop plans for socio-economic development, national defense and security in 2026; focusing on removing bottlenecks in implementing tasks. Each sector has a plan to implement tasks, striving to fully complete the goals and tasks of 2025, contributing to building a strong grassroots government that operates effectively and efficiently./.
