Vietnam is one of the maritime countries heavily affected by natural disasters and climate change. Increasing the application of science and technology (S&T), promoting digital transformation in forecasting and warning of natural disasters (storms, tropical depressions, etc.) is one of the directions of interest to minimize human and property damage.

In 2023, Vietnam's natural disasters are forecast to have more unusual and irregular developments than in previous years. Therefore, the application of science and technology and digital transformation in natural disaster prevention activities will contribute to improving the quality of forecasting and warning, avoiding passivity in the event of natural disasters. Especially the work of warning and forecasting storms at sea.

In recent years, the Ministry of Natural Resources and Environment has focused on investing resources in science and technology in the field of hydrometeorology, while emphasizing the importance and necessity of researching and applying technology to monitor, warn, forecast storms, and manage the operation of natural disaster prevention works. Many scientific and technological advances have been applied to digital transformation of natural disaster forecasting and warning work such as automatic hydrometeorological monitoring networks (wind gauges, barometers, humidity meters, etc.); establishing centers for receiving, processing, calculating, and issuing bulletins for forecasting and warning rain and thunderstorms, etc.; mapping flooding due to rising water for coastal areas when strong storms and super typhoons make landfall.

With the effective support of science and technology in digital transformation, forecasting and early warning of natural disasters are becoming more and more effective. Thanks to that, relevant agencies have sufficient information to direct and operate, helping people, especially fishermen who work long days at sea, to minimize risks and damages.

When talking to fishermen on offshore fishing boats, we can see the hardships and dangers they face. Each offshore fishing trip usually takes several weeks to several months at sea depending on the fish flow and weather. It is very difficult for fishermen because when the sea is rough and there is a low pressure or storm, there will be a lot of fish. Therefore, providing accurate information about low pressure or storms in each sea area where they are fishing offshore is extremely important and necessary, because it affects not only the property but also the lives of the fishermen themselves.

With such important contributions to the people, but very few people know the hardships of the staff working in the hydrometeorology industry. They are often away from home to coastal areas and remote islands in extremely difficult living conditions.

They operate a system of machines to measure wind speed, sunlight intensity, humidity, tide level, etc. to obtain accurate parameters to promptly send to the data analysis center, from which, using modern methods and means, they have calculated and given accurate forecasts and warnings. In the coming period, the hydrometeorological industry will focus resources on synchronous development in the direction of modernization and automation, focusing on forecasting and warning of natural disasters related to storms, floods, etc. to meet the requirements of socio-economic development and serve to prevent and mitigate damage caused by natural disasters.

Activities to enhance the application of science and technology are gradually bringing efficiency to both the authorities and the people. On the one hand, digital transformation and science and technology help the authorities to enhance their ability to forecast and warn of storms and have timely and effective solutions. On the other hand, the emergence of utilities in information and communication has helped people "transform" in the fight against natural disasters, from passive response to proactive prevention. Helping fishermen feel secure to go out to sea, fishing in traditional fishing grounds, their presence at sea also contributes to protecting the sacred sovereignty of the Fatherland's sea and islands.
