
On the afternoon of September 13, comrade Le Anh Quan, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the Hai Phong City People's Committee inspected the field and listened to a report on the site clearance work for the Tan Trao Industrial Park infrastructure development investment project (phase 1) in Kien Hung and Nghi Duong communes. Also attending were representatives of leaders of various sectors and the City People's Committee Office.
Through a field inspection of the planned investment area for the construction of Tan Trao Industrial Park, especially the land for the construction of the LNG Power Plant, the Standing Vice Chairman of the City People's Committee acknowledged and highly appreciated the localities' high focus on site clearance work, receiving consensus from the people. This is an important basis for accelerating the project's progress.
He emphasized that the Hai Phong LNG Power Plant project is one of the key projects invested by Vingroup , which has strategic significance for the city's development and was selected as a project to welcome the 1st City Party Congress, term 2025 - 2030. He requested the investor, relevant units and localities to urgently complete procedures, ensuring the groundbreaking ceremony on time for the City Party Congress taking place at the end of September 2025.

According to the plan, the site clearance work for the project area must be completed before September 15 and land allocation procedures must be completed by September 18; environmental impact assessment must be completed. Electricity, water supply, and telecommunications units must coordinate to prepare infrastructure for the groundbreaking ceremony.
On September 22 and 23, all procedures must be basically completed and reported to the Prime Minister so that the project is eligible to start construction, practically welcoming the City Party Congress.

Comrade Le Anh Quan, Permanent Vice Chairman of the City People's Committee, also requested local authorities and city departments to survey and arrange convenient traffic routes to serve the groundbreaking ceremony, ensuring absolute security and safety.
Tan Trao Industrial Park (phase 1) was approved by the City People's Committee for investment policy according to Decision No. 1799 dated June 11, 2025. The project has a land use scale of 226.79 hectares, a total investment capital of more than 4,000 billion VND, and a 5-year implementation period from 2025 to 2030 to complete procedures, clear land, build technical infrastructure and call for investors.
The Hai Phong LNG Power Plant Project in Tan Trao Industrial Park has a land use area of about 98.5 hectares with a designed capacity of 4,800 MW. Of which, phase 1 of the project will invest with a capacity of 1,600 MW and phase 2 will implement the remaining part. The project is in line with the planning of Hai Phong city, is part of the Southern Hai Phong Coastal Economic Zone, conveniently connected to seaports, airports, roads, railways, etc.
According to the People's Committee of Kien Hung commune, the Tan Trao industrial park project (phase 1) has a total land acquisition area of 226.79 hectares, involving 1,600 households. The commune organized a meeting with the people, announced the land acquisition to 1,300 households, 100% of which agreed. Up to now, the authorities have issued a decision approving the compensation and support plan for 299/299 households in Da Ngu village, with a total amount of 145.2 billion VND, the total recovered agricultural land area is 305,604.6 m2 (30.56 hectares). The locality will pay compensation and support to households in Da Ngu village on September 13 and 14, 2025. This is the basis for the land handover to the investor on September 15 to start the LNG Plant project and continue to carry out site clearance procedures for the remaining area of the Tan Trao Industrial Park project, phase 1.
