This afternoon (October 3), General Secretary To Lam chaired a meeting with the Ministry of Home Affairs and the Ministry of Agriculture and Environment on the system of public service units performing the task of agricultural extension at the local level when operating the 2-level local government model. At the meeting, General Secretary To Lam requested local leaders to continue to arrange and deploy enough specialized staff at the commune and ward levels in all fields such as land, agricultural extension, veterinary medicine, etc. to carry out tasks smoothly and effectively, ensuring the goal of a government close to the people.
According to the report of the Ministry of Home Affairs and the Ministry of Agriculture and Environment reviewing the arrangement of public service units to perform the task of Agricultural Extension at the local level when operating the 2-level local government model. Up to this point, the whole country currently has 136,261 cadres and civil servants working in 3,321 communes, wards and special zones. On average, 41.03 people/01 commune, ward. Over 94% of commune-level cadres have a university degree. Only about 5.38% of cadres have qualifications that are not suitable for their expertise.
Based on the report's data, General Secretary To Lam affirmed that it cannot be said that the commune level lacks cadres and that the qualifications of commune-level cadres are weak and lacking.
General Secretary To Lam also requested not to establish a Regional Agricultural Extension Center and affirmed that the arrangement of Agricultural Extension officers at the commune level is still guaranteed.
General Secretary To Lam also requested the Ministry of Home Affairs and the Ministry of Agriculture and Environment to report to the Government after this meeting to complete the policy of arranging and assigning commune-level officials before October 15.
