That was the directive speech of Prime Minister Pham Minh Chinh at the 39th week meeting of the National Steering Committee on Combating Illegal, Unreported and Unregulated (IUU) Fishing, held on September 30. The meeting took place directly at the Government Headquarters and online to coastal provinces and cities.

According to the Ministry of Agriculture and Environment , compared to last week, the number of fishing vessels continued to decrease, to 81,346 vessels (down 48 vessels). Unlicensed fishing vessels continued to decrease to 8,708 vessels (down 359 vessels); provinces with many unlicensed fishing vessels include Dak Lak, Lam Dong, and An Giang. During the week, 311 vessels were deregistered; fishing vessels not qualified to operate decreased by 274 vessels compared to last week, to 9,293 vessels.
To date, 80 fishing ports have been declared open; 99.06% of vessels have installed vessel monitoring systems (VMS). According to reports from localities, all unregistered vessels, vessels without VMS, and vessels without valid licenses have been listed and handed over to local authorities for monitoring and management, and are not allowed to participate in operations.
Through law enforcement and violation handling, 9 more ships were discovered losing VMS connection for more than 6 hours; 2,426/3,733 ships losing VMS connection for more than 6 hours were resolved and handled; 139/256 ships losing VMS connection for more than 10 days were resolved; 54/67 ships crossing the border were resolved.
At the meeting, delegates from a number of ministries, branches and localities reflected on difficulties and shortcomings, made recommendations and proposed solutions to improve the effectiveness of combating IUU fishing in the coming time.
Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that combating IUU fishing is not only to remove the IUU "yellow card" and develop sustainable, safe, and long-term fisheries, but also to protect the prestige and honor of the country and people of Vietnam.
In the coming time, ministries, branches and localities must resolutely take action, declare war, and put an end to illegal fishing; resolutely not allow fishing vessels that do not meet operating conditions to leave port; resolutely handle the responsibilities of organizations and individuals who violate or lack responsibility in combating IUU fishing; urgently focus on leadership, direction and resource allocation to synchronously deploy anti-IUU fishing measures to prevent and not allow fishing vessels to violate illegal fishing in foreign waters; at the same time, have plans to support career conversion, create jobs, and create livelihoods for fishermen...
