(BGDT) - On the afternoon of July 7, the Standing Committee of the Bac Giang Provincial People's Council held a press conference on the 11th session of the 19th Provincial People's Council, term 2021-2026. Attending were representatives of the Provincial People's Council; leaders and reporters of central and local press agencies.

The 11th session of the 19th Provincial People's Council is expected to take place on July 13 and 14 at the Provincial Convention Center.

During the session, delegates will hear reports on: Implementation of the socio -economic development plan for the first 6 months of the year, tasks and solutions for the last 6 months of the year; crime prevention and control work; citizen reception, complaint and denunciation settlement.

Audit reports of the Committees: Economy - Budget, Culture - Society , Law; announcement of the Provincial Fatherland Front Committee on the results of participation in government building in the first 6 months of the year, key tasks in the last 6 months of the year and recommendations at the 11th session of the 19th Provincial People's Council.

Announcement of the Provincial National Assembly Delegation on the results of the 5th session of the 15th National Assembly; report on the results of monitoring the implementation of legal provisions on handling administrative violations in the province for the period 2020 - 2022.

At this session, the Provincial People's Council will discuss in the hall and groups; and at the same time consider and approve 32 draft resolutions on many important issues.

After listening to the expected program and content of the meeting, journalists raised a number of questions about: Evaluation of the quality of activities of People's Council delegates; results of resolving voters' opinions through meetings; new points on tuition fees in educational institutions in the province expected to be approved at this meeting.

Journalists requested to provide more information on the results of the Provincial People's Council's supervision during nearly half of the 2021-2026 term and the first 6 months of 2023, especially supervision in the field of basic construction.

Some journalists raised the issue: Why not include the content of questions and answers in the meeting agenda?; Is the economic growth target of the province this year set at 14.5% feasible? Some opinions expressed concerns about the illegal mining situation that has been going on for a long time; the destruction of natural forests and the problem of environmental pollution treatment in some areas in the province...

Responding to questions from journalists, representatives of the Provincial People's Council's committees provided specific information. In particular, this session will approve a draft Resolution regulating tuition fees and collection levels, management mechanisms for the use of service revenues to support educational activities from the 2023-2024 school year and the following years at public preschools, general education and continuing education institutions in Bac Giang province. This Resolution will replace the previous regulations due to some inappropriate points that need to be abolished, such as computer rental fees and parking fees in schools. In addition, it will add regulations on extra childcare after hours and all days of the week; and services for nurturing and caring for children under 36 months of age.

Representatives of the leaders of the Provincial People's Council's committees clarified the settlement of voters' petitions reflected at meetings and sessions of the Provincial People's Council. In general, all opinions and petitions of voters sent by the Provincial People's Council were considered and directed to be resolved by the Provincial People's Committee. However, some voters' petitions, although reported by the functional agencies to be resolved, when directly monitored by the Provincial People's Council, were found to still exist and not be thorough.

Comrade Nguyen The Toan, Head of the Economic - Budget Committee, Provincial People's Council said: The People's Council mainly supervises each group of issues to detect arising inadequacies related to policies and laws, thereby proposing appropriate adjustments. On that basis, the Provincial People's Committee and competent authorities have focused on researching, reviewing, overcoming and adjusting inadequacies and limitations; at the same time, promulgating a number of specific regulations, for example, the Provincial People's Committee promulgating regulations on management and use of clean water works in the province. Currently, the Provincial People's Council is organizing thematic supervision on compliance with legal regulations for 5 major projects in the province.

Speaking at the end of the press conference, comrade Nghiem Xuan Huong said that the above contents will be discussed in detail in the hall and in the groups. In addition, a number of other issues such as the socio-economic situation, crime prevention and control, law violations; citizen reception, complaint and denunciation settlement, etc. will also be discussed.

Comrade Nghiem Xuan Huong added that, in general, the activities of the provincial People's Council delegates have met the requirements, actively participating in the supervisory activities of the provincial and district People's Councils; fully attending the meetings with voters as prescribed.

Regarding not organizing questions and answers at this session of the Provincial People's Council, it is because in the first 6 months of the year, the Provincial People's Council had 2 explanation sessions. At these explanation sessions, the Provincial People's Committee and related departments and branches answered and fully responded to the contents that voters were interested in. The Provincial People's Council will include questions on new and prominent issues in the year-end meeting.

Responding to concerns about the province's growth target in 2023, comrade Nghiem Xuan Huong said: The Provincial Party Standing Committee and the Provincial Party Executive Committee have met to discuss and evaluate that the province's economic growth target in the first 6 months of the year is quite high at 10.94%, ranking 2nd in the country, but compared to expectations, it has not yet been achieved. Therefore, to reach the growth target of 14.5% by the end of the year will be very difficult, but we still have a basis to strive because from now until the end of the year in the province's industrial parks, many large enterprises are completing the conditions to go into production; agricultural, forestry and fishery production has many growth drivers because at the upcoming Provincial People's Council meeting, 3 draft resolutions related to the development of agriculture, forestry and fishery will be passed, creating a big boost for this sector. Besides, the service sector has also improved, especially community tourism activities.

Regarding the zoning plan of industrial zones in Bac Giang province, at the 11th session, the Provincial People's Council plans to pass 5 draft resolutions on the planning of industrial zones. This is also a practical requirement and is consistent with the general planning of Bac Giang province.

Regarding the situation of illegal mining and natural forest destruction, through the supervision of the Provincial People's Council and the reflection of the press, it can be seen that the Provincial People's Committee and the relevant agencies have directed strongly and reviewed the responsibility of local leaders for this situation. The investigation agency has initiated a number of cases and prosecuted specific defendants. The Provincial People's Council will continue to monitor and urge, hoping that the press agencies will continue to promptly reflect readers' opinions to the relevant agencies to handle the situation of illegal mining and forest destruction.

The Vice Chairman of the Provincial People's Council requested journalists to pay attention to information and propaganda about the preparation and organization of the meeting, and the main contents taking place at the meeting.
