Presenting the opening speech, Chairman of the Provincial People's Committee Le Hong Vinh said: Hundreds of thousands of years ago, from the dawn of history, Nghe An land was the place that marked the first footsteps of ancient Vietnamese people with archaeological evidence, from Tham Om site to Doi Dung, Doi Rang; from Quynh Van to Lang Vac... affirmed the presence and great contribution of Nghe An community - an inseparable part to the formation of the first culture and civilization of a unified Vietnam.
According to historical data, Nghe An used to belong to Viet Thuong country. Through ups and downs, this land has had many different names such as: Hoai Hoan, Cuu Chan, Cuu Duc, Nhat Nam, Hoan Chau. In 1030, King Ly Thai Tong decided to change the name of Hoan Chau to Chau Nghe An. The name "Nghe An" is not only an administrative name but also an affirmation, a trust in a peaceful and prosperous land, becoming a familiar and affectionate name associated with the heroic history of the nation and existing deeply in the minds of generations of Nghe An people to this day.
Having gone through nearly 10 centuries under the name of Nghe An, this land has witnessed and participated in every change of the nation. With its back against the majestic Truong Son range, facing the vast East Sea, being the "fence" and "important town" of the nation, Nghe An is a land of strategic importance in politics and military, the "key of dynasties", "advancing with offensive power, retreating with defensive power", so many ancient dynasties often relied on this land to fight the enemy, defend the country and build great careers. In 722, Mai Thuc Loan raised the flag of the Hoan Chau uprising, establishing the independent and autonomous Van An country. In the early days of the uprising, King Binh Dinh Le Loi chose Nghe An as a foothold to seek great achievements. In the 18th century, the hero Quang Trung - Nguyen Hue also chose this land, with the aspiration to build a Phoenix Central Capital that would be famous forever.
During the Ho Chi Minh era, the steadfast and indomitable people of this land created the famous Nghe Tinh Soviet and a solid rear base, sparing no effort in blood and material support to the frontline during the two resistance wars against the French and the Americans, creating the glorious Ben Thuy, Cau Cam, Truong Bon... that live forever in the history of the country.

From hardship, the source of patriotism and indomitable will has penetrated deep into the veins of each citizen, creating a unique "Nghe quality": Diligence, resilience, indomitability, loyalty, and affection. This land has produced and nurtured talented people, national heroes who have brought glory to the country such as Emperor Quang Trung - Nguyen Hue, patriot Phan Boi Chau, General Secretary Le Hong Phong and especially President Ho Chi Minh - Hero of national liberation, Outstanding cultural celebrity, who has brought glory to our nation, our people, our country.
The tradition of studiousness has made Nghe An a land of mandarins. The cultural sources, the simple yet profound Vi and Giam folk songs, honored by UNESCO as a representative intangible cultural heritage of humanity, are the voice and soul of the people of Nghe An.
Over the past 995 years, we have preserved, created, cultivated and crystallized noble cultural and spiritual values. The name Nghe An, therefore, has become a source of pride, a symbol of the will, determination and aspiration to rise of many generations.
In the years 1930 - 1931, when the whole nation lived in the dark night of slavery under the colonial and feudal yoke, under the leadership of the Party, the Nghe Tinh worker-farmer class "stood up first" to ignite their will and patriotism into a bright revolutionary flame, going down in the history of the nation with the name "Soviet - Nghe Tinh". Although it only existed for a short time, the Nghe Tinh Soviet is an immortal symbol of revolutionary heroism, a powerful testament to the strength of the great solidarity of workers and farmers under the leadership of the Party; the spirit of "dare to think, dare to do, dare to fight", not accepting slavery, determined to regain independence and freedom. The Nghe Tinh Soviet was the first general rehearsal, the heroic epic prelude to the great victory of the August Revolution in 1945.
During this climax, the colonial-feudal government crazily suppressed, imprisoned 6,681 people and killed about 1,500 people at Vinh Prison - one of the important prisons established by the French colonialists in Indochina, just after Hoa Lo (Hanoi), Kham Lon (Saigon) and Thua Phu (Hue), which is also the place where we are holding the ceremony today, where the Soviet-Nghe Tinh Museum is located, one of the two historical museums in the country where Uncle Ho wrote the "Preface" (on February 3, 1964), has become a red address for educating revolutionary traditions, to further enhance the heroic symbol of Uncle Ho's homeland.
95 years have passed but the Nghe Tinh Soviet heritage still retains its value with the vestiges preserved in this revolutionary homeland. To acknowledge, honor and promote traditional values, today, Nghe An province is pleased to receive the Prime Minister's Decision to rank the special national monument "Places marking the Nghe Tinh Soviet Movement (1930 - 1931), with 9 typical component relic sites in the whole province (Ben Thuy intersection, Vo Liet Communal House, Where the French army massacred the struggle on September 12, 1930, Graves of Nghe Tinh Soviet martyrs who sacrificed on November 7, 1930, Place of execution of 72 Nghe Tinh Soviet soldiers, Tam Mai Communal House, Trung Communal House, Luong Son Communal House, Revolutionary base during the Nghe Tinh Soviet period in 1931 (Vi Van Khang's house)).
Proud of the past, we are more deeply aware of our responsibility to the present and the future. Promoting the glorious tradition, in recent years, the Party Committee, Government and People of Nghe An have united, strived to overcome all difficulties and challenges, achieved comprehensive and proud achievements, the economy and society have developed steadily, always maintained a high growth rate. The appearance from urban to rural areas is increasingly civilized and modern. People's lives have been gradually improved significantly. Culture, society, education and health have many bright spots and remarkable progress. National defense and security have been maintained, social order and safety have been ensured. The work of building the Party and the political system has been strengthened. Those achievements are the crystallization of unceasing efforts, a vivid proof of the creative application of the spirit of the past to today's construction work. That is the forging of good traditions of our ancestors, the "artistic quality", the Soviet spirit in the new era.
A new era, new opportunities are opening up, the road ahead is opening up for Nghe An both opportunities and challenges; to fulfill President Ho Chi Minh's will to make Nghe An a well-off province in the country, cadres, party members and people of the province will uphold the spirit of solidarity, overcome difficulties, be proactive and creative, promote the patriotic emulation movement, and be determined to successfully complete the set targets, goals and tasks.

Speaking at the ceremony, Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong said that among the 43 relic sites of the Nghe Tinh Soviet Movement that have been ranked at the provincial and national levels in the two provinces of Nghe An and Ha Tinh, these are 9 typical relic sites of the first revolutionary movement of the worker-peasant masses, under the leadership of the Communist Party of Vietnam.
For nearly a century, the locations of the Nghe Tinh Soviet Movement (1930 - 1931) have become red addresses in the hearts of every Vietnamese person in general and the people of Nghe An and Ha Tinh in particular, creating a driving force to actively contribute to the successful implementation of the goals set by Party Congresses at all levels.
With the significance and importance of preserving, embellishing and preserving special national relics, places marking the Nghe Tinh Soviet Movement (1930 - 1931) in Nghe An, in the coming time, the Deputy Minister of Culture, Sports and Tourism requested the Party Committee, Government and People of Nghe An to do well the following tasks: Nghe An needs to have a master plan and details on socio-economic development, historical and cultural relics in the province; especially relics related to the Nghe Tinh Soviet Movement. At the ceremony, the “Soviet Fire” night experience show was launched. This is the first professional cultural industrial product, applying digital technology 4.0 in Nghe An and the Central region to honor and help the audience deeply understand the great historical values of the Nghe Tinh Soviet movement. The program will initially open every Saturday, as a new nighttime destination in Nghe An; bringing a meaningful, emotional and modern cultural experience to people and tourists.
