What to do to build smart cities?

The role of data

Localities across the country aim to develop smart cities as part of their socio-economic development strategies. With the support of information and communication technology, this goal is not too difficult.

Starting in 2018, the Prime Minister issued a decision on sustainable smart urban development for the 2018-2025 period, with a vision to 2030. This decision affirmed the importance of applying information technology in urban management, helping to improve the quality of life and enhance the effectiveness of state management.

The first activity for this goal started with the conference “Data mining - building smart cities, sustainable development”, emphasizing the role of data in creating smart solutions for urban management. By the end of 2023, Vietnam had 48/63 provinces and cities implementing smart urban development projects. More than 40 localities have established provincial-level smart operation centers (IOCs), and nearly 100 district-level IOCs.

These centers play an important role in monitoring and operating urban activities, from transportation, healthcare, education and security. Technology companies such as Viettel, VNPT, andFPT have actively participated in this process. Viettel and VNPT have cooperated with many provinces to build IOC centers, while FPT provides technology solutions such as artificial intelligence (AI) and Internet of Things (IoT) to support urban planning and development.

The Quang Nam Province Smart City Construction Project has completed draft overviews of smart cities and strategic orientations for smart cities for four cities: Tam Ky, Hoi An, Dien Ban, and Nui Thanh.

In particular, Tam Ky City specifically builds 7 components of the project, including building a database, developing a smart urban data platform; piloting smart urban services; building and operating a Smart Urban Operations Center...

Along with the river flood warning system, Tam Ky has deployed 50 monitoring positions at intersections and main roads with 250 high-resolution cameras to record activities on the roads 24/7... ( LQ )

Challenge

Despite many achievements, the process of building smart cities in Vietnam still faces many challenges.

One of the biggest problems is the unclear legal framework that does not facilitate public-private partnership projects. This affects the attraction of investment and the implementation of new technological solutions.

In addition, many cities have not yet paid attention to smart planning and infrastructure improvement. Even the capital Hanoi, although one of the leading localities in smart urban development, is facing great pressure in solving problems of traffic, pollution and public services.

To overcome these challenges, a long-term vision and comprehensive strategy are needed. It is essential to improve the legal framework and create favorable conditions for investment and technology development. At the same time, localities also need to focus on training high-quality human resources in the field of information technology.

Provinces and cities also need to strengthen cooperation with technology enterprises to develop smart solutions to help improve the quality of life for people. The application of digital technology and data mining will also play an important role in building a smart urban model.

Singapore's experience in building smart cities

According to Ycpsolidiance, Singapore applies an approach that integrates advanced technology with urban planning to improve the quality of life for its people.

The city is rolling out a comprehensive Smart Nation initiative, focusing on digital infrastructure, data analytics and citizen engagement.
