Practical effectiveness
The urbanization process creates opportunities for Binh Minh commune to develop economy, services, tourism, but along with that, many problems related to land management, construction, environmental resources, political security, social order and safety arise. This leads to an increase in the number of petitions and complaints and problems in people's lives that need to be considered and resolved promptly.
In 2024, Binh Minh commune organized 83 regular citizen receptions, 46 periodic and unscheduled receptions, revolving around the contents related to the fields of disputes, recommendations, and reflections on land and the environment. In addition, the People's Committee of the commune also received 37 petitions and reflections from citizens on issues arising in life.
Ms. Nguyen Thi Hoa - Chairman of Binh Minh Commune People's Committee said that although the locality has proactively arranged professional staff to support and arrange to resolve people's problems during the week, many issues have not been resolved. In September 2023, Binh Minh Commune launched the model "Saturday to listen to people speak" to change the way of working and improve the quality of service to the people.
Through the model, people can open their hearts and directly express their legitimate aspirations to state management agencies; commune leaders can directly listen and promptly resolve petitions, creating trust among the people.
The model is headed by the Chairman of the Commune People's Committee. Every Saturday, the commune leaders will take turns to preside over meetings and dialogues with the people and directly resolve legitimate petitions at the Reception and Results Department of the Commune People's Committee and in residential areas in the area.
“After more than a year of operation, there have been more than 150 opinions and recommendations raised at the model. Most of the recommendations have been satisfactorily resolved. Of these, 30 recommendations are under the authority of higher levels. The People's Committee of Binh Minh commune reported in writing and worked directly with the district-level departments, and responded to the people on the following Saturdays,” Ms. Hoa informed.
Model for the people
Mr. Truong Cong Su (Ha Binh village, Binh Minh) shared that his family registered to split the plot but encountered problems with the procedures, so he turned to the model "Saturday listening to people speak".
Here, Mr. Su was presented with detailed information about his problems, and commune officials guided him through the implementation process, helping the land division registration process to be convenient and quick.
“Working with the commune leaders on Saturday, I felt less pressured. Our conversations were gentle, not tense, in a friendly and close spirit, and the problem was resolved more conveniently,” Mr. Su said.
To increase the effectiveness of this model, the People's Committee of Binh Minh commune also established a "Zalo group connecting with people and organizations". The group implements the form of connecting people and organizations with problems to register the content that needs to be resolved on the Zalo group, from which the commune proactively classifies the content of the recommendations and arranges specialized staff to monitor the implementation.
At the same time, notify specific contact times so that the public reception work can take place smoothly, avoid wasting the time of relevant people, and increase the effectiveness of each meeting with people on Saturday.
