Pumping station wasted more than 37 billion VND

With an investment of more than 37 billion VND, My Tai pumping station (My Tai commune, Phu My district, Binh Dinh province) is expected to help farmers cope with drought and change crop structure. However, for many years this pumping station has not been in operation, the infrastructure has degraded.

My Tai Pumping Station is part of the green growth project and has been invested in construction since June 2019. The investor is the Binh Dinh Provincial Agriculture and Rural Development Project Management Board, the design unit is the Central Institute of Training and Applied Science, and Thuy Duong Construction Company Limited is the contractor.

The project has a total investment of more than 37 billion VND, put into use since October 2020, including items such as: dam, embankment, electric pumping station with a capacity of 900 m3/hour taking water from La Tinh river, main pipeline system - branch saving irrigation with a total length of more than 36 km.

According to the initial goal, this is a pilot project of water-saving irrigation on dry crops to cope with the drought situation, and at the same time will help farmers increase the number of crops on the same area. The project provides irrigation water for 350 hectares of agricultural land in the two communes of My Tai and My Chanh Tay (of which, My Tai 261 hectares and My Chanh Tay 89 hectares) helping farmers change the crop structure, instead of growing cassava with 1 crop/year as before, now they will switch to growing peanuts, watermelons, onions, shallots with 3 crops/year...

However, according to our records, in the area inside and outside the pumping station, many pipes have begun to rust, showing signs of serious deterioration. The operator's house and the residential area are always in a state of "closed doors and locks", the facilities here seem to have no one to look after or maintain.

Ms. Nguyen Nguyet (residing in Kien Phu village, My Tai commune, Phu My district) said: When it was first built, this pumping station was expected to serve agricultural crops and short-term crops, but the pumping station was completed in 2020 and has not been in operation since then. It would be a waste to leave it like that.

Mr. Pham Xuan Dao (residing in Kien Phu village) also said that the pumping station was invested with a huge amount of money but not used, it is a waste, if there is no solution and it is left abandoned like this, it is a waste. My house has nearly 10 sao, most of which is used to grow chili, currently to serve irrigation, we are having to use self-installed water pipes.

Discussing this issue, Mr. Nguyen Thanh Triem - Chairman of My Tai Commune People's Committee said that My Tai pumping station was built locally. After being put into operation for a short time, due to ineffective operation, this pumping station has been left as it is until now.

"In the near future, the Department of Agriculture and Environment of Binh Dinh province will hold a meeting with relevant units and investors to discuss solutions to overcome the water supply problem at My Tai pumping station," said Mr. Triem.

It can be seen that the construction of a pumping station to help people cope with drought and change crop structure is very practical, however, the process of completion and implementation of ineffective use has led to the situation of "abandoning" the project with a huge amount of money, causing many consequences. From there, it is necessary to have a quick solution so that the project can be put into effective operation, avoiding wasting state budget money.
