Mr. Hoang Duc Cuong, Deputy Director of the Department of Hydrometeorology, shared this at the regular press conference of the Ministry of Agriculture and Environment held on October 6.
According to Mr. Cuong, urban flooding can be caused by heavy rain, river floods or high tides and sometimes all three of these factors.
In terms of flooding caused by heavy rain, he said the main cause was the frequency of extreme rain events that has been increasing significantly in recent years. This is the main cause.
Second, unsynchronized urban planning, poor drainage systems and limited natural water storage capacity have also caused flooding to increase and will continue to increase.
Responding to questions about the coordination between the hydrometeorological sector and education agencies to make timely recommendations such as allowing students to stay home from school, Mr. Cuong said that the hydrometeorological agency is responsible for researching, evaluating and issuing bulletins and forecasting impacts, along with recommendations on the impacts of rain, storms, floods, thunderstorms, etc.
"This is a recommendation, the hydrometeorological sector cannot request it. The sector's recommendations cannot be detailed to each ministry, sector, or field.
Natural disasters usually last very short periods of time, so forecasts emphasize the scope and objects likely to be affected by human and property damage.
"Agencies use the forecast bulletin of the hydrometeorology industry to take action in their own fields," said Mr. Cuong.

According to Mr. Cuong, before natural disasters such as storms, the National Civil Defense Steering Committee had meetings with ministries, branches, and localities, and there were representatives from the hydrometeorological sector to inform about the developments of rain, storms, floods, and the same thing happened at the local level.
Based on the meeting's conclusion, the Head of the Steering Committee or the Head of the Provincial Command Committee, usually the Chairman of the Provincial or City People's Committee, will make appropriate decisions to respond to natural disasters and storms, including whether to let students stay home from school or not.
Comparing the flood caused by storm Bualoi (storm No. 10) with the historic rain in 2008, Mr. Cuong said that according to his personal assessment and some collected information, in general, the intensity, duration and amount of recent rain were worse than in 2008.
"The recent rain caused by storm Bualoi (storm number 10) had an average rainfall of about 200mm in Hanoi, lasting less than a day.
In 2008, it rained continuously for nearly 3 days, the total rainfall measured in Ha Dong district (old) was nearly 800mm, and in Lang it was about 500mm" - Mr. Cuong added.
