The plan is implemented to specify the goal of standardizing and modernizing the border gate system in the direction of synchronization, connectivity, common use and data recognition; gradually developing a system of digital border gates and smart border gates, suitable to the needs and level of integration of the country according to Decision No. 1199/QD-TTg dated October 14, 2023 of the Prime Minister approving the planning of border gates on the Vietnam - China land border for the period 2021 - 2030, with a vision to 2050.
This is also one of the contents to implement the 2024 goals and tasks on digital transformation of Lao Cai province according to the roadmap.

According to this plan, the Provincial People's Committee will establish a working group to pilot the construction of smart border gates at Kim Thanh International Road Border Gate No. II and Ban Vuoc commune, Bat Xat district.
Relevant agencies will hold talks between the Lao Cai Provincial Economic Zone Management Board (Vietnam) and the Hekou District Border Gate Management Board (China) on piloting the construction of smart border gates at the Kim Thanh (Vietnam) - Bac Son (China) and Ban Vuoc (Vietnam) - Pa Sa (China) international border gates.
The People's Committee of Lao Cai province (Vietnam) and the People's Government of Hong Ha district, Yunnan province (China) will participate in talks on signing the "Framework Agreement on jointly promoting the pilot construction of smart border gates".
Immediately after the Prime Minister approves the policy, Lao Cai will survey and learn from the experience of building smart border gates at a number of Chinese border gates and is expected to complete the project before April 30, 2025.

The Provincial People's Committee requests relevant agencies to organize and implement the pilot project to build smart border gates at the international border gates of Kim Thanh (Vietnam) - Bac Son (China) and Ban Vuoc (Vietnam) - Pa Sa (China) in stages in accordance with the actual situation. During the implementation process, it is necessary to closely follow the direction and orientation of the Government, the Provincial Party Committee, the Provincial People's Committee, and the professional opinions of ministries, branches, and central agencies.
Departments and branches proactively propose and recommend solutions, actively coordinate to ensure progress in implementing the plan; promptly discuss to remove difficulties and problems that arise; focus on implementing solutions to achieve the set goals and tasks.
The implementation of the pilot project to build smart border gates must strictly comply with and be carried out in accordance with the provisions of law.
