Lao Cai Border Gate Economic Zone was approved by the Prime Minister in Decision No. 40/2016/QD-TTg dated September 22, 2016 with an area of 15,929.8 hectares; of which, Kim Thanh - Ban Vuoc area has an area of 2,500 hectares, about 12 km long, playing the role of the development nucleus of the entire economic zone, has been strongly attracting logistics infrastructure projects, warehouses, industrial parks, dry ports, creating a foundation for the development of a modern and sustainable border gate model.
The border gate system is relatively convenient, including: 2 pairs of international border gates, 2 secondary border gates, 7 border openings (temporary).
Among the border gates in the area, International Road Border Gate No. II (Kim Thanh) is the second customs clearance point of Lao Cai International Road Border Gate, accounting for over 80% of the total import-export turnover of the province, and is an important trade hub between Vietnam and the Southwest region of China.
Ban Vuoc sub-border gate, with the orientation of developing into an international border gate according to Decision No. 1199/QD-TTg dated October 14, 2023 of the Prime Minister, becomes a strategic transit point, supporting Kim Thanh, meeting the requirements of developing import and export of goods and logistics services.
Import and export activities are mainly fresh goods, especially agricultural products, requiring quarantine, preservation and quick customs clearance. Investing in warehouses and centralized inspection areas in Ban Vuoc will help streamline and reduce pressure on Kim Thanh, anticipating the market opening policy with China.
The total estimated investment capital of the project is 3,800 billion VND, of which: International Road Border Gate No. II (Kim Thanh) is 1,200 billion VND and Ban Vuoc Sub-Border Gate, Bat Xat commune is 2,600 billion VND; implementation period is from the fourth quarter of 2025 to the end of the fourth quarter of 2030.
The Project to Build a Smart Border Gate at the International Road Border Gate No. II (Kim Thanh) and the Ban Vuoc Sub-border Gate, Bat Xat Commune aims to become a model smart border gate in the Northern border, applying advanced technology, modernizing multimodal logistics infrastructure, connecting railways, dry ports, expressways, promoting economic trade connections between Vietnam and ASEAN countries with the Southwest region - China. Orientation to form a logistics center, import-export trade, improve competitiveness, international integration, ensure security - defense and sustainable development of border areas.
During the discussion at the meeting, delegates gave their opinions on the layout and content of the project. At the same time, they analyzed and clarified the content and solutions for implementing the smart border gate model, such as: fully automated smart vehicles; planning for infrastructure investment, investment in automation equipment and smart management and monitoring systems at border gates; regulations on data connection and information exchange content between customs and border guards; proposing pilot implementation to evaluate the effectiveness of the project...
Concluding the meeting, comrade Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee highly appreciated the efforts, proactiveness and positivity of the Provincial Economic Zone Management Board in developing the project and collecting opinions from agencies and units on the project.
The Chairman of the Provincial People's Committee agreed with the project's layout and requested relevant units to clarify some contents on planning, technology, finance, international cooperation; pilot mechanism, the difference between the smart border gate model and the traditional method...
The Chairman of the Provincial People's Committee requested the Provincial Economic Zone Management Board to seriously absorb comments and suggestions from departments, branches and units to adjust and supplement the project.
