Currently, Circular 229/2016/TT-BTC stipulates the collection rates, collection, payment and management regimes for fees for registration and license plate issuance of road motor vehicles (amended in Circular 43/2023/TT-BTC) specifically stipulates as follows:

Based on this table, the People's Councils of Hanoi and Ho Chi Minh City issue specific collection levels suitable to the actual situation in the locality.

Instructions for applying vehicle registration and license plate fees

(1) Organizations and individuals currently residing in an area shall pay vehicle registration and license plate fees according to the prescribed rates corresponding to that area. If an organization, the fee shall be paid according to the address of the head office stated in the business registration; if an individual, the fee shall be paid according to the address of permanent residence.

For cars and motorbikes used by the Police for security purposes registered in Area I or registered at the Traffic Police Department, the fee rate in Area I shall apply. For new registration certificates with license plates, the minimum fee rate in Section I of the above Fee Rate Table shall apply.

(2) Some criteria specified in the Schedule of fees for granting vehicle registration certificates and license plates are applied as follows:

(2.1) Passenger cars with 9 seats or less, motorbikes moving from areas subject to low fee rates to areas subject to high fee rates (regardless of whether the property owner changes or not), organizations and individuals must pay fees according to the new fee rates prescribed in Point 2 (for cars), Point 4 (for motorbikes) Section I of the Fee Rate Schedule, except for the case prescribed in Point (2.2).

Example 1: Mr. H in Luc Ngan district, Bac Giang province, was granted a vehicle registration certificate and license plate (car or motorbike) by Bac Giang Provincial Police, then Mr. H sold it to Mr. B in Hanoi. When registering, Mr. B must pay a fee according to the new registration fee in Hanoi.

Example 2: Enterprise A is headquartered in Bac Giang, and is granted a vehicle registration certificate and license plate (car or motorbike) by Bac Giang Provincial Police. After that, Enterprise A moves its headquarters to Hanoi (or decides to transfer that vehicle to a member unit headquartered in Hanoi). When registering, Enterprise A must pay a fee according to the fee for new registration certificates and license plates in Hanoi.

Example 3: Mr. A has a permanent residence in Hanoi city, has been granted a vehicle registration certificate and license plate by Hanoi city police, then Mr. A sells that vehicle to Mr. B, also living in Hanoi city. When registering, Mr. B only has to pay the fee for changing the registration certificate and license plate according to the collection rate specified in Section II of the Fee Collection Rate Table.

(2.2) For cars and motorbikes of individuals that have been granted registration and license plates in areas subject to low fee rates, transferred to areas subject to high fee rates due to work transfer or permanent residence change, but when registering, the property owner does not change and all procedures according to the regulations of the police agency are completed, the fee for reissuing registration and license plates prescribed in Section II of the Fee Rate Schedule shall apply.

Example 4: Mr. C registered permanent residence in Bac Giang province, was granted a vehicle registration certificate and license plate (car or motorbike) by Bac Giang Provincial Police, then Mr. C moved his permanent residence to Hanoi. When registering, Mr. C must pay a fee according to the fee for changing the registration certificate and license plate in Hanoi.

(2.3) The value of a motorbike used as the basis for applying the registration and license plate fee is the price for calculating the registration fee at the time of registration.
