Incentive policies commensurate with the view that medicine is a special profession.

Sharing with the press on September 16, Minister of Health Dao Hong Lan said that Resolution No. 72 has many breakthrough solutions in human resource development, medical ethics and especially remuneration policies for medical staff.

According to the Minister, creating an attractive policy so that medical staff can feel secure in their long-term commitment and dedication to their work is extremely important, so there needs to be a strong and practical incentive and support policy for the team working in prevention and grassroots health.

Therefore, the Resolution has identified preferential policies commensurate with the view that medicine is a special profession that must be trained, employed and treated specially.

Specifically:

- Doctors, preventive medicine doctors, pharmacists are ranked from level 2 of the recruited professional title.

- Increase the preferential occupational allowance to at least 70% for those who regularly and directly work in medical profession at commune-level health stations and preventive medical facilities.

- Increase the preferential occupational allowance to 100% for those who regularly and directly work in medical professions at commune-level health stations, preventive medical facilities in ethnic minority and mountainous areas, areas with difficult or especially difficult socio -economic conditions, border areas, islands, the fields of psychiatry, forensic medicine, forensic psychiatry, emergency resuscitation, pathology and some other special subjects suitable to the conditions of economic and social development.

“This is really a boost, creating motivation for frontline medical staff,” the Minister emphasized.

The Ministry of Health will closely coordinate with ministries and branches to institutionalize these solutions for early implementation. Outstanding preferential policies in training and use will also help strongly attract and improve the quality of medical human resources at the grassroots level, creating conditions for medical staff to feel secure in their work and serve the people.

Rotate and transfer doctors to work for a limited period at medical stations

Regarding human resources for primary health care and preventive medicine, Minister Lan said that priority will be given to allocating and mobilizing resources, and having outstanding mechanisms and policies to develop human resources to ensure consistency in quantity, quality, and structure, especially human resources in remote, disadvantaged, and especially disadvantaged areas, border areas, and islands.

Commune-level health stations will be strengthened, ensuring human resource structure and sufficient number of doctors according to functions and tasks...

During the period 2025-2030, each year, localities will rotate, transfer, and mobilize at least 1,000 doctors to work for a limited time at commune-level health stations. In addition, supplementing permanent doctors at commune-level health stations, by 2027 there will be at least 4-5 doctors, by 2030 there will be enough doctors according to functions and tasks.

Along with that, training will receive special attention. The Ministry of Health will vigorously and effectively implement the Project on training and fostering doctors to create a source for commune-level health stations, especially for communes in remote, isolated, disadvantaged, border and island areas.

Basic medical facilities, medicines and equipment will be guaranteed to meet requirements and tasks, especially in remote, disadvantaged, border and island areas. 100% of commune-level health stations will be invested in basic medical facilities and equipment according to their functions and tasks.
